The data was collected from 100 questionnaires comprised of 12 public school parents, 20 public school students, 22 public school teachers, 13 Christian school parents, 22 Christian school students, and 11 Christian school teachers. The study was conducted in the high desert region of Southeastern California. Teachers from public and private schools were generally in agreement about which core values were pertinent to character development. The study indicated that the majority of participants from both public and Christian schools felt that religious teachings should play a role in such programs. The question is how one might implement a character development program. The strategies in the literature review are practical and applicable for any teacher to ascribe, whether in public or private institutions. The most significant finding was that parents with public school students were up to 32% more favorable to core values being taught in public schools than the teachers from public schools.
