Book excerpt: Political parties have long been recognized as essential institutions of democratic governance. Both the organization of parties, and their relationships with citizens, the state, and each other have evolved since the rise of liberal democracy in the 19th and early 20th centuries. Going into the 21st century, it appears that parties losing popular support, putting both parties, and potentially democracy, in peril. This book traces the evolution of parties from the model of the mass party, through the catch-all party model, to argue that by the late 20th century the principal governing parties and (and their allied smaller parties - collectively the political 'mainstream') were effectively forming a cartel, in which the form of competition might remain, and indeed even appear to intensify, while its substance was increasingly hollowed out. The spoils of office were increasingly shared rather than restricted to the temporary winners; contentious policy questions were kept off the political agenda, and competition shifted from large questions of policy to minor questions of managerial competence. To support this cartel, the internal arrangements of parties changed to privilege the party in public office over the party on the ground. The unintended consequence has been to stimulate the rise of extra-cartel challengers to these cozy arrangements in the form of anti-party-system parties and populist oppositions on the left, but especially on the right. It also investigates the historical change in attitudes toward partnership and family in Japan, which, if current trends continue, can lead to population shrinkage and an asymmetrical age structure. The author first details the differences between ideational and economic approaches. He examines these two behavioural models from a viewpoint of rational choice theory, which he then follows with a discussion on the influence of institutional contexts on matrimony and childbirth. Next, the book considers salient features of Japanese marriage behaviour, including the relation between these patterns and changes in society and the influence of marriage on attitudes toward partnership and family relations. Coverage then goes on to explore the influence of ideational factors on fertility and analyse the impact of childbirth on couples' attitudes. The author also investigates attitudinal changes between generations in Japan. He provides a theoretical review on the relation between socio-economic development and value-orientation as well as looks at the difference in attitudes from a viewpoint of cohorts and periods. Overall, the book presents an authoritative, theoretical and empirical analysis using data from panel and repeated cross-sectional surveys. Throughout, the author clearly identifies the sources of his data as well as the methods used in his analysis.

Book excerpt: This paper reviews recent analytical and empirical research on the determination of employment, to provide a framework for evaluating the merits of alternative policies to cope with unemployment. Particular emphasis is placed on the mechanisms of employment and wage determination described in recent studies. The lack of any systematic relationship between countries' long-run growth and employment performances reflects the fact that output per person employed (labor productivity) or, conversely, the labor intensity of production, has developed quite differently across countries. The main mechanism through which the rise in real wages has prevented greater employment gains in Europe over the past ten to fifteen years seems to have been a substitution of capital for labor which has lowered the labor intensity of production significantly more than in the United States. There are a number of important caveats with respect to the apparent relationship between differences in employment and labor cost developments across countries.

Scholars often make assumptions about what common people think is fair, but for the most part they confine their thinking to a single country and argue on rational or moral grounds, with little supporting empirical data. Social Justice and Political Change, involves the collaboration of thirty social scientists in twelve countries, and represents broad-ranging comparative research. The book grows out of a collaborative study of public opinion about social justice. Though conceived prior to the revolutions that swept Central and Eastern Europe in 1989, the ISJP did not put its survey into the field until the summer of 1991, in a new climate of open international exchange in social research. Employing common methods of data collection and, within the limits of translation, identical survey instruments, the ISJP investigated public opinion in seven newly emerging post-Communist countries and five of the worldi?1/2s most influential capitalist democracies, with special sensitivity to divergencies in the newly united Germany. Among the themes addressed by the volumei?1/2s distinguished contributors are the views and beliefs of citizens in the post-Communist states on the transition to market economies and parliamentary democracy; the role of ideology in legitimating inequality; the structural determination of beliefs about justice; the processes that shape individual level evaluations; and the major implications of public opinion and mass participation in the democratic process.

Book excerpt: The European Values Study is a large-scale, cross-national, and longitudinal survey research program on basic human values, initiated by the European Value Systems Study Group (EVSSG) in the late 1970s, at that time an informal grouping of academics. Now, it is carried on in the setting of a foundation, using the (abbreviated) name of the group European Values Study (EVS). The EVSSG aimed at designing and conducting a major empirical study of the moral and social values underlying European social and political institutions and governing conduct. A rich academic literature has now been created around the original survey, and numerous other works have made use of the findings.
