Book Changing Patterns of Water Access and Public Discourse in the Lower Colorado River Valley of Texas 1970 2015

Book excerpt: This mixed-methods study analyzes changes in water, access, and public discourse in the lower Colorado River valley of Texas from 1970 to 2015. The waters of the lower Colorado River have sustained urban populations and agricultural operations for over a century. Yet, recent, rapid urban growth and a changing climate have led to the prioritization of urban water uses over agricultural water uses. Public discourses, captured by the news media, have documented the mechanisms urban and agricultural water interests have used to maintain, acquire, or control its water resources. Therefore, the purpose of this research is to examine the spatial and temporal patterns of water use and access between urban and agricultural interests, to identify periods of change in water use and access among urban and agricultural water interests, and to analyze the mechanisms that urban and agricultural water interests used to enable or constrain water access. My findings suggest that social, political, economic, and environmental conditions influence who gets water, when, where, and for what purposes and that water use and access has evolved through three distinct periods of change. Urban interests have increasingly expanded their influence in decisions related to water distribution and access by entering into strategic alliances with the regional water authority and by leveraging the power of local and state officials in water matters. Agricultural interests, however, have struggled to maintain access to their historic share of water despite forming new social ties and outlining water's economic importance.

Book excerpt: Arguably, no other institution has transformed the heart of Texas like the Lower Colorado River Authority. Born in the Great Depression of the 1930s, LCRA built a chain of dams and brought predictability to the cycles of extreme droughts and floods that had long plagued Austin and other communities. It also brought hydroelectric power—and with that, modern-day civilization—to the hard-scrabble regions of Central and South Texas. With those achievements, and the support of powerful political leaders like Lyndon Johnson, LCRA for years was touted as one of the state’s major success stories. But LCRA has never been a stranger to controversy, and while it continues to provide much of the energy and water that fuels the economic engine of Austin and beyond, most people know very little about LCRA. In this book, readers will learn about the forces of nature and politics that combined to create LCRA; the colorful personalities who operated, supported, or fought with the agency; its spectacular successes, periodic blunders, and occasional failures; and its evolution into one of the largest public power organizations in Texas. Book excerpt: The Colorado River of Texas has long been a source of life---physical, spiritual, economic, and otherwise---to the central region of the state. Today, as population blooms, our natural resources are becoming economic, industrial, and environmental commodities, none more important than water. As it courses its way through the state, this river picks up ever larger suitors who would have all of it if they could. With the western mindset---that in order for there to be conservation there must be utilitarian purpose---the Colorado River is infiltrated by straws, of the users who would water their crops, manufacture their microchips, or sail the reservoirs. All the while, this resource, this river, is balanced by politics and money. The future of Central Texas may be determined by the fate of this river, it is that powerful. And not unlike this situation, in this small part of the world, water---quality and quantity---throughout the world will determine the fate of nations.
