Now that order itself is under siege, not just from illiberal forces such as China and Russia but from its very core, the United States under Donald Trump. The already evident damage to that order, and even its possible collapse, pose particular challenges for Japan, as explored in this book. Noted experts survey the difficult position that Japan finds itself in, both abroad and at home. The weakening of the rules-based order threatens the very basis of Japan's trade-based prosperity, with the unreliability of U.S. protection leaving Japan vulnerable to an economic and technological superpower in China and at heightened risk from a nuclear North Korea. Japan's response to such challenges are complicated by controversies over constitutional revision and the dark aspects of its history that remain a source of tension with its neighbors. The absence of virulent strains of populism have helped to provide Japan with a stable platform from which to pursue its international agenda. Much of the debate over the weakening of the Western liberal order has focused on recent changes: Donald Trump's presidency, Britain's vote to leave the European Union, and the surge of nationalist sentiment in France, Germany, and other Western democracies. In Geopolitics and Democracy, Peter Trubowitz and Brian Burgoon provide a powerful new explanation for the rise of anti-globalism in the West. Combining a novel theoretical framework and empirical strategy, Trubowitz and Burgoon show that support for globalism has been receding for 30 years in Western parties and legislatures. They trace the anti-globalist backlash to foreign policy decisions that mainstream parties and party elites made after the end of the Cold War. These decisions sought to globalize markets and pool sovereignty at the supranational level while applying neoliberal reforms to social protections and guarantees at home--a combination of policies that succeeded in expanding the Western liberal order, but at the cost of mounting public discontent and political fragmentation. At a time when problems of great power rivalry, spheres of influence, and reactionary nationalism have returned, Geopolitics and Democracy reveals how domestic support for international engagement during the long East-West geopolitical contest was contingent upon social protections within Western democracies. In the absence of a renewed commitment to those social purposes, Western democracies will struggle to find a collective grand strategy that their domestic publics will support.

Book excerpt: Since the 1990s, three important Intergovernmental Organizations (IGOs), the International Monetary Fund (IMF, established 1945), the International Labour Organization (ILO, established 1919), and the World Trade Organization (WTO, established 1995), have become more important in shaping the international policy of the liberal international order (defined as IGOs, rules, and principles of the international economic order to regulate trade, finance, and labor established by the Western economies following the Second World War). I wanted to discern the factors and processes that led to the increasing importance of IGOs in setting international policy and maintaining the liberal economic order, and, in particular, â€embedded liberalism,†in the last 25 years following the end of the Cold War. It is important for the discipline to understand the factors and processes that promote the institutionalization of cooperation, the demand for institutions, and the institutional change/development of IGOs. Therefore, I develop a theoretical conceptual framework of Modified Neoliberal Institutionalist Theory that builds on the theories of NLI, modified neofunctionalism, and institutionalism. I use comparative case studies of the influence of the EU, United States, and Canada in setting policy (ILO, IMF, WTO) to track institutionalized cooperation and organizational development. IGOs have undergone organizational and policy reforms that have increased their impact on international policy. The institutionalized cooperation among the United States, the European Union, and Canada has facilitated the construction of new organizational capabilities and policies to protect the liberal international economic order that had come under threat from the global economic crisis that started in 2008. These IGOs have undergone evolutionary institutional and organizational change. The institutionalization of cooperation and the reform of IGOs are partially driven by rising levels of transnational exchange that produces demand for IGOs, IGO rules, and dispute resolution. Institutional and organizational change is likely to be evolutionary rather revolutionary, as dramatic change is more difficult to achieve as actors interests and loyalty change slowly. Therefore, the institutional, policy, and organizational change of the IGOs is likely to be path-dependent as these changes occur slowly rather than quickly and dramatically.
