Book excerpt: When the post-Mao leadership initiated economic reform in 1978, they set in motion a process which resulted in a fundamental redistribution of power within the Chinese party-state. Reducing central administrative economic control was a key component of the reform process. But although the decentralization of power to the provinces and producers was a deliberate central strategy, the resulting growth of provincial economic autonomy has surprised and angered even the architects of the decentralization reforms. China's reformist central leaders must take their share of the blame for the unexpected growth in provincial power in the 1980s. Their decision to adopt an incremental and reactive approach to reform may have been the most practical way of changing the economic system, but it never-the-less prepared the ground for provincial considerations gradually to overtake national concerns in local economic decision making. The resulting redistribution of power between centre and provinces has not only obstructed the attainment of some of the goals of reform, but also has important implications for the future trajectory of the Chinese political system.

The emphasis is on the dominating institutional and bureaucratic presence of the state even as it sought to loosen the pre-1979 vertically structured centralised command system and to introduce some market principles to stimulate economic activity. The essays fall into four categories: theoretical and policy discussions and debates at the central leadership level; reform of the urban economy and of inter-regional relations; industrial and commercial reforms; and the rise and position of the new entrepreneurial class. Many of the essays draw on interviews with Chinese economic officials in the Central China city of Wuhan and therefore this is the only study that uses local data on actual operations of reforms from a Chinese city; the other sources are the Chinese press and Chinese official and scholarly journals. In each of the categories there are pieces from different points in the chronological process of reform. This study begins with the first theoretical discussions among China's economists and top political leaders in the late 1970s and concludes with experiments with bankruptcy and stock markets in the late 1980s. The countervailing heavy presence of the state at both the policy and the practical levels throughout the reform decade is its unifying theme.

It has become a key driver of Chinese foreign policy as personality politics in Beijing has given way to a collective leadership seeking Party legitimacy. We'll conclude with a panel on how resources and economic drivers shape China's maritime disputes. Security of China's near seas is critical to the unimpeded flow of trade and imported energy resources. Though the natural resources in the East and South China Sea undoubtedly shape the security landscape, there appears to be a debate on the centrality of oil and gas resources to the dispute.

Book excerpt: Since the victory of the 1949 revolution the incumbency of the Chinese Communist Party has been characterized by an almost relentless struggle to legitimize its monopoly on political power. During the Mao era, attempts to derive legitimacy focused primarily on mass participation in political affairs, a blend of Marxist and nationalist ideology, and the charismatic authority of Mao Zedong. The dramatic failure of the Cultural Revolution forced the post-Mao leadership to discard these discredited paradigms of legitimacy and move towards an almost exclusively performance based concept founded on market economic reform. The reforms during the 1980s generated a number of unwelcome but inevitable side effects such as official corruption, high unemployment and significant socio-economic inequality. These factors culminated ultimately in the 1989 demonstrations in Tiananmen Square and throughout China. Since Tiananmen the party has sought to diversify the basis of its legitimacy by adhering more closely to constitutional procedures in decision making and, to a certain extent, by reinventing itself as a conservative nationalist party. This probing study of post-communist revolution Chinese politics sets out to discover if there is a plausible alternative to the electoral mode or if legitimacy is the exclusive domain of the multi-party system.
