Book excerpt: Abstract: I synthesize and summarize a set of recent papers on changes in the employment relationship. The authors of these papers present the most up-to-date and accurate assessment of their evidence on changes in job stability and job security, and attempt to reconcile their evidence with the findings of other research, including the other papers discussed herein. Some of papers also begin to explore explanations of changes in the employment relationship. The evidence suggests that the 1990's witnessed some changes in the employment relationship consistent with weakened bonds between workers and firms. But the magnitudes of these changes indicate that while these bonds may have weakened, they have not been broken. Furthermore, the changes that occurred in the 1990's have not persisted very long. It is therefore premature to infer long-term trends towards declines in long-term employment relationships, and even more so to infer anything like the disappearance of long-term, secure jobs. The papers examining sources of changes in job stability and job security in the 1990's point to some potential explanations, including relative wage movements, growth in alternative employment relationships, and downsizing. However, with the possible exception of the first of these, this list does not encompass fundamental' or exogenous changes impacting the employment relationship, but rather to some extent suggests how various changes in the employment relationship may reinforce each other. Understanding the structural changes underlying empirical observations on changes in job stability and job security is likely to be a fruitful frontier for future research on the employment relationship.

Book excerpt: In recent years, a flurry of reports on downsizing, outsourcing, and flexible staffing have created the impression that stable, long-term jobs are a thing of the past. According to conventional wisdom, workers can no longer count on building a career with a single employer, and job security is a rare prize. While there is no shortage of striking anecdotes to fuel these popular beliefs, reliable evidence is harder to come by. Researchers have yet to determine whether we are witnessing a sustained, economy-wide decline in the stability of American jobs, or merely a momentary rupture confined to a few industries and a few classes of workers. On the Job launches a concerted effort to reconcile the conflicting evidence about job stability and security. The book examines the labor force as a whole, not merely the ousted middle managers who have attracted the most publicity. It looks at the situation of women as well as men, young workers as well as old, and workers on part-time, non-standard, or temporary work schedules. The evidence suggests that long-serving managers and professionals suffered an unaccustomed loss of job security in the 1990s, but there is less evidence of change for younger, newer recruits. The authors bring our knowledge of the labor market up to date, connecting current conditions in the labor market with longer-term trends that have evolved over the past two decades. They find that layoffs in the early 1990s disrupted the implicit contract between employers and staff, but it is too soon to declare a permanent revolution in the employment relationship. Having identified the trends, the authors seek to explain them and to examine their possible consequences. If the bonds between employee and employer are weakening, who stands to benefit? Frequent job-switching can be a sign of success for a worker, if each job provides a stepping stone to something better, but research in this book shows that workers gained less from changing jobs in the 1980s and 1990s than in earlier decades. The authors also evaluate the third-party intermediaries, such as temporary help agencies, which profit from the new flexibility in the matching of workers and employers. Besides opening up new angles on the evidence, the authors mark out common ground and pin-point those areas where gaps in our knowledge remain and popular belief runs ahead of reliable evidence. On the Job provides an authoritative basis for spotting the trends and interpreting the fall-out as U.S. employers and employees rethink the terms of their relationship.

Changes in job security have obvious implications for the welfare of workers. It is well known that job losers spend more time unemployed, and that they suffer persistent earnings losses after they find new jobs.2 However, it is less obvious why we should care about job stability. A decline in job stability could be either good news or bad news for workers, depending on the reason for the decline. For example, job stability could decline because economic conditions have worsened and workers have become more likely to lose jobs. Or stability could decline because economic conditions have improved and workers are finding better jobs.

Book excerpt: We confront two seemingly-contradictory observations about the US labor market: the rate at which workers change employers has declined since the 1980s, yet there is a commonly expressed view that long-term employment relationships are more difficult to attain. We reconcile these observations by examining how the distribution of employment tenure has changed in aggregate and for various demographic groups. We show that the fraction of workers with short tenure (less than a year) has been falling since the 1980s, consistent with the decline in job changing. Meanwhile, the fraction of workers with long tenure (20 years or more) has been rising modestly owing to an increase in long tenure for women and the ageing of the population. Long tenure has declined markedly among older men; this trend may have spurred popular perceptions that long-term employment is less common than in the past. The decline in long-tenure for men appears due to an increase in mid-career separations that reduce the likelihood of reaching long-tenure, rather than an increase in late-career separations. Nevertheless, survey evidence indicates that these changes in employment relationships are not associated with heightened concerns about job insecurity or decreases in job satisfaction as reported by workers. The decline in short-tenure is widespread, associated with fewer workers cycling among briefly-held jobs, and coincides with an increase in perceived job security among short tenure workers.

New work systems that reengineer processes and empower employees "flatten" the organizational chart, cutting management jobs in particular and reducing opportunities for career development. The new arrangements shift many of the risks of business from the firm to the employees and make employees, rather than employers, responsible for developing their own skills and careers. They also increase the demands placed on workers while reducing what they receive back for their efforts. While morale is down and stress is up, employee performance seems to be rising largely because of fear driven by the shortage of good jobs. Change at Work explores the theme that employees have paid the price for the widespread restructuring of American firms as illustrated by reduced security, greater effort and hours, and reduced morale. In this important study--commissioned by the National Planning Asociation's Committee on New American Realities--the authors consider how individuals and employers need to adapt to the new arrangements as well as the implicatioons for important policy issues such as how skills will be developed where the attachment to the firms is sharply reduced. The future is uncertain, but the authors argue that the traditional relationship between employer and employee will continue to erode, making this work essential reading for managers concerned with the profound impact corporate restructuring has had on the lives of workers.
