Teacher quality, school resources, socio-economic status of students, cultural relevance of curriculum, and school leadership are a few of the factors that contribute to achievement or the lack of it by these students. Lomotey focuses on the impact of the African-American principal's leadership, its effect on the academic achievement of African-American students, and the day-to-day activities associated with school leadership. An early chapter reviews relevant research focusing on the connection between principal leadership and academic achievement in general. The extracted recurring qualities then form the basis for exploring whether African-American principals in more successful African-American schools possess the specific qualities suggested by the research. Lomotey finds that three additional and important characteristics are shared by his sample of principals: a deep commitment to the education of African-American children; a strong compassion for and understanding of both their students and the local community; and a sincere confidence in the ability of all African-American children to learn. Book excerpt: The focus on specific principal leadership behaviors that positively impact student achievement has become more and more pronounced since the inception of the No Child Left Behind Act of 2001. Recently, researchers have begun to focus on a more dramatic type of change as a method for improving student achievement in schools. Marzano, Waters, and McNulty (2005) conducted a meta-analysis of more than 5,000 studies and identified seven leadership behaviors that related to improved student achievement and were viewed as second-order in nature. In many cases, second-order change was needed (a) to accomplish the student achievement improvements necessary to attain Adequate Yearly Progress (AYP) and (b) to ensure that all students would read on grade level by 2014. For this study, 66 principals from schools with fewer than 60% of students who qualified for free and reduced-price lunches from five urban Florida school districts completed an online survey, Principal Actions Survey (PAS), created to determine which of the seven leadership behaviors successful principals utilized in their schools. Principals were specifically asked to comment on those actions that they felt impacted student achievement and achievement of AYP. Principals consistently responded that they used the seven leadership behaviors, but the results from this study indicated very few statistically significant relationships or predictive relationships. The 66 principal responses were also compared to responses on the PAS of principals from urban Florida elementary schools with more than 60% of students who qualified for free and reduced-price lunches (La Cava, 2009). These comparisons indicated that principals of schools with a higher level of poverty reported utilization of the seven leadership behaviors on a more frequent basis or with a higher success rate than principals at schools with lower poverty levels.

Findings from this study revealed that in areas of image administration and relationship development African-American principals and European American principals in urban schools perceive their principals' leadership in a different way. Results revealed that (a) African-American male principals were critical in creating an inclusive school among groups of ethnically diverse groups of students; (b) due to their racial affiliation, African-American principals played an important role in mentoring and providing an atmosphere of love and support; and (c) African-American male principals were responsible for ensuring that a belief system that encourages self respect, unwavering values and a student focus approach to leadership will help to ensure a positive and supportive learning milieu for all students in an urban school setting. Our schools are undergoing immense challenges as they evolve from mono-cultural nondiverse contexts to ones that contain ethnically diverse, multilingual, and costeffectively poorer children. In leading urban schools, African-American male principals must possess administrative skills to mobilize a diverse teaching staff so children in urban schools will succeed academically. Thus, if African-American male principals are to play this significant role, what critical functions of effective leadership are needed to work with a varied group of followers? The intent of this qualitative study will be to inspect the beliefs, values and leadership practices that African-American principals endorse to lead successful urban schools.

Book excerpt: Over the course of four decades, African American males have continued to underachieve and to be underserved in our nation's public schools. The research data indicates that there is a disparity in academic performance between African American males and white and Asian students. This disparity of academic achievement or "racial achievement gap" produced innumerable discussions on closing the racial achievement gap, but with very limited success in this effort. The writer's concern is whether African American males receive the required degree of academic attention for this population to greatly improve academically. The federally legislated "No Child Left Behind" has engendered school reform and state curriculum standards; yet, it has failed to close the racial achievement gap. Ironically, some schools achieve high accountability and achievement ratings despite underachievement of minority populations within the school. According to Ohio's Closing the Racial Achievement Gap Task Force; school districts can achieve an excellent rating while maintaining dramatic racial achievement gaps between black students and other racial groups. Furthermore, the research indicates that the racial achievement gap starts before students enter school. Statewide Kindergarten Readiness Assessments-Literacy (KRAL) results for the past two years revealed that an alarmingly high percentage of black children enter school with deficient literacy skills, ensuring immediate submergence into the racial achievement gap. School principal leaders must create a sense of urgency that focuses on the everyday actions of educators to generate high academic performance from African American students, and to close the racial achievement gap. The research indicates that the school principal is the most influential individual in any school. He or she is the person responsible for all activities that occur relative to the school site. The principal's leadership sets the school's educational environment: its professional climate for teaching and its vision and commitment concerning what students may or may not become. If students are performing to the best of their abilities, one can usually point to their principal's leadership as key to their academic successes (U.S. Congress, 1970). Based on these criteria, school principal leadership must focus indefatigably on the "starting gate" or the earliest school experience. They must intently work to overcome the initial obstacles that cumulatively and subsequently prevent African American male students from excelling academically. This research study examines school principal leadership and its capacity to significantly improve the academic achievements of African American male students in Preschool through Third Grade.
