Major recommendations in each policy area include: establish a statewide collaborative system of intervention services; create and fund family support programs for families who provide care at home for their disabled children; designate a lead agency to coordinate activities needed for a transition program for young people with developmental disabilities; increase resources for typical community residences and support services tailored to individual needs; develop strong public-private partnerships to encourage the employment of people with developmental disabilities; and develop financial goals for community services and support systems for this population. Appendixes include a statement by the National Conference of State Legislatures; a table giving state fiscal efforts in this area; and a list of 19 organizational resources.
