This book argues that China is incrementally pushing for re-interpretation of liberal norms, but, the result is that rather than being illiberal, this reinterpretation produces norms that are differently liberal and more akin to the liberal pluralism of the 1990s. In developing this argument, the author presents a novel way to understand and assess these incremental changes, and the causes of them. The book’s empirical chapters explore China’s views on norms of sovereignty and intervention, and aid and development, contrasting them against the current western liberal practices, but making the case that they are congruent with the attitudes understood as being broadly liberal-pluralist. This book will appeal to students seeking to understand how rising states may affect the current institutions of international order, and make assessments of how fast that order may change. It will also appeal to scholars working on China and institutions by aiding the development of new lines of enquiry.

Stockard, Sharyn Graham brings us CHALLENGING GENDER NORMS: THE FIVE GENDERS OF INDONESIA. This case study explores the Bugis ethnic group, native to the Indonesian island of Sulawesi, that recognizes five gender categories rather than the two acknowledged in most societies. The Bugis acknowledge three sexes (female, male, hermaphrodite), four genders (women, men, calabai, and calalai), and a fifth meta-gender group, the bissu. This ethnography presents individuals' stories, opinions and deliberations, grounding discussions of how gendered identities are constructed in a rapidly changing cultural milieu. The rich ethnographic material contained in this book challenges two types of Western theory ? queer theory, which tends to focus on sexuality, and feminist theory, which tends to focus on social gender enactment. Neither theory is well-equipped for articulating the complexities of multiple gender identities and a multifarious gender system. By unraveling social negotiations and examining both individual embodiment and the impact of global forces on localized identities, the book proposes a new theory of gender which incorporates appreciation of variously gendered subjectivities.

Her main thesis is that certain types of norms are possible solutions to problems posed by certain types of social interaction situations. The problems are such that they inhere in the structure (in the game-theoretical sense of structure) of the situations concerned. Three types of paradigmatic situations are dealt with. They are referred to as Prisoners' Dilemma-type situations; co-ordination situations; and inequality (or partiality) situations. Each of them, it is claimed, poses a basic difficulty, to some or all of the individuals involved in them. Three types of norms, respectively, are offered as solutions to these situational problems. It is shown how, and in what sense, the adoption of these norms of social behaviour can indeed resolve the specified problems.

In the past two decades, coalitions of middle-power states and transnational civil society groups have negotiated binding legal agreements in the face of concerted opposition from China, Russia, andmost especiallythe United States. These instances of a so-called 'new diplomacy' reflect a deliberate attempt to use the language of international law to bypass great power objections in establishing new global standards. Yet critics have frequently derided such treaties as utopian and counter productive because they fail to include those states allegedly most capable of effectively managing complex international cooperation. Thus far no study has offered a systematic, comparative study of the promise, and limits, of multilateralism without the great powers. Norms Without the Great Powers addresses this gap through the presentation of a novel theoretical account and detailed empirical evidence regarding the implementation of two archetypal cases, the antipersonnel Mine Ban Treaty and International Criminal Court. Both treaties have substantially reshaped expectations and behaviour in their respective domains, but with important variation in the extent and breadth of their impact. These findings provide the impetus for assessing the prospects for similar strategies on other topics of contemporary global concern. This book offers a timely addition to the dynamic and growing literature on the practice and consequences of international governance and should appeal to academics, civil society experts, and foreign policy practitioners working in fields such as security, human rights, and the environment.
