Naval Expeditionary Warfare Vision 2010 promotes an increased awareness of expeditionary programs and forces, and the way they are supporting the Maritime Strategy. It includes Naval Special Warfare; Mine Warfare; Amphibious Warfare; Navy Expeditionary Combat; and Seabasing Integration programs for which the Navy's Expeditionary Warfare Division (N85) provides resource sponsorship and/or has current or future requirements oversight. While addressing programs supporting amphibious capabilities of the Navy - Marine Corps team, it also addresses a wide spectrum of expeditionary capabilities that are similarly important to our nation. This edition of the Naval Expeditionary Warfare Plan will follow the format of its predecessors; it will describe expeditionary warfare assets and programs, and their uses in current expeditionary operations worldwide. The objectives of this publication are to: Promote an increased awareness of current and future expeditionary warfare capabilities and to stimulate discussion amongst the target audience; Show how expeditionary forces support the Maritime Strategy and combatant commanders' (CCDRs') requirements by being forward deployed and rapidly deployable to influence events on a global scale; Describe expeditionary forces and recent expeditionary operations.

The NRC formed the Committee for the Role of Experimentation in Building Future Naval Forces to perform the study.

Book excerpt: At the request of the Chief of Naval Operations, the National Research Council (NRC) conducted a study to determine the technological requirements, operational changes, and combat service support structure necessary to land and support forces ashore under the newly evolving Navy and Marine Corps doctrine. The Committee on Naval Expeditionary Logistics, operating under the auspices of the NRC's Naval Studies Board, was appointed to (1) evaluate the packaging, sealift, and distribution network and identify critical nodes and operations that affect timely insertion of fuels, ammunition, water, medical supplies, food, vehicles, and maintenance parts and tool blocks; (2) determine specific changes required to relieve these critical nodes and support forces ashore, from assault through follow-on echelonment; and (3) present implementable changes to existing support systems, and suggest the development of innovative new systems and technologies to land and sustain dispersed units from the shoreline to 200 miles inland. In the course of its study, the committee soon learned that development of OMFTS is not yet at a stage to allow, directly, detailed answers to many of these questions. As a result, the committee addressed the questions in terms of the major logistics functions of force deployment, force sustainment, and force medical support, and the fundamental logistics issues related to each of these functions.

Book excerpt: Over the last decade the importance of Naval Coastal Warfare (NCW) to the United States Navy as a viable asset in the war on terror and conflicts in the Middle East is on the rise. Because the Navy's focus during the decades between the Vietnam War and the attack on the USS Cole was primarily on the former Soviet threat, shallow water forces were considered low priority. As a result NCW became a low priority force manned primarily by reservists. From the year 2000 through Operation Iraqi Freedom (OIF), NCW has operated with deficiencies in manpower, weapons, ammunition, vehicles, communications and training. NCW units have participated in many overseas exercises prior to OIF. During these exercises the threat of rear area attacks from terrorist groups became a major concern for all U.S. forces. In assessing the threat NCW found that not only was the threat to U.S. ships in the ports they were protecting more at risk, but that their own lodging sites and personnel in transit to duty stations were very vulnerable to attack. By the time OIF was underway NCW had not addressed most of the deficiencies they had seen during previous exercises and now they would be asked to perform missions that had never been attempted by NCW units before. Force protection missions at Kuwaiti and Iraqi ports along with a vital mission at the Iraqi oil platforms would need to succeed regardless of the problems encountered by the NCW units. The reader will see that there are four main deficiencies that NCW needs to solve. 1) Manning that is inadequate, untrained and unsuited to rapid deployment because it is mainly a reserve force. 2) Inadequate amounts and types of equipment. 3) Communications systems that do not allow communications between all units in theater. 4) NCW units are low priority when it comes to funding. Very little unclassified historical information or lessons learned is available, so a brief historical account of Naval Coastal Warfare Group One units during a few routine exercises and OIF will demonstrate their deficiencies as well as provide a historical record that is long overdue. The reader will also see the transition of NCW as it changes from a small configuration in early 2000 to a larger more viable configuration in the Maritime Expeditionary Security Force which is a component of Naval Expeditionary Combat Command (NECC). With the creation of the NECC and the inclusion of NCW forces under its umbrella, many of the deficiencies have potentially been eliminated. Since very little published historical information on NCW exists, portions of the information contained within this monograph are taken from recent interviews, transcripts of interviews with NCW personnel conducted during the summer of 2003, my own experiences and my personal journal entries recorded during actual operations. Published sources of information include articles from professional journals, periodicals, monographs and analysis papers.

These have turned out to be much more complex politically than first thought and have required naval planners to focus on delivering effects from the sea rather than at sea. Accordingly, navies around the world are going through a time of transition and transformation in which questions are being asked about their priorities, the relative importance of their contributions to joint and combined campaigns, and how these best might be provided. Because of the understandably widespread fixation on the war-fighting phase of the expeditionary operation, current conceptions of the naval contribution, even in the United States, do not pay sufficient regard to the less obvious aspects of the naval contribution to campaigns which mostly are by their nature maritime. It is easy, for example, to neglect the importance of the diplomatic activity which acts as a kind of beforeand- after-sales service to the main war-fighting event. Naval diplomacy, of course, may reduce the necessity for high-intensity expeditionary operations in the first place. But even when it does not, a naval diplomatic campaign to win friends and influence people and to deter potential malefactors should be designed to create the optimum political context within which the expeditionary campaign may be fought. The same can be said for the naval effort to assure maritime security by maintaining good order at sea against those that threaten it (such as waterborne terrorists, pirates, smugglers, arms suppliers, and the like). Even navies with their institutional and budgetary priorities for the requirements of high-intensity capabilities have a tendency to neglect these less visible low intensity tasks that often are crucial to the winning and, as important, the sustaining of victory in the land campaign. While the U.S. Navy may be taking the lead in developing capabilities of direct value to the prosecution of expeditionary operations, many other navies are doing so as well, if on a smaller and less ambitious scale, although this widespread effort may be predicated on assumptions about "an expeditionary future" which, in the end, may not be obtained. There are three maritime requirements of expeditionary warfare. First is the capacity to maintain sea control on the open ocean and in the littorals to protect the force and enable it to engage in missions against the land. Second is the projection of power ashore, and third is the provision of sea-based logistical support for maritime forces at sea and land forces ashore. These are interrelated in complex ways and should not be considered as separate and discrete. The maintenance of sea control raises issues about the difference and relative priority between operations in the littoral and on the open ocean, and provides a set of significant technological challenges to today's naval planners and force developers. The effectiveness of the response of these planners to these sometimes novel challenges will have significant implications for those involved in the land campaign because of their military and political reliance on high degrees of sea control. Political constraints of the sort revealed in the Iraq war of 2003 also have emphasized the advantages of maritime power projection.

Book excerpt: "Navy Expeditionary Logistics Support Group (NAVELSG) is a key enabler of amphibious warfare via its ability to offload equipment and supplies aboard forward deployed Maritime Prepositioning Ships supporting Marine Expeditionary Battalions. With approximately 84 percent of its personnel being reservists, NAVELSG struggles to retain a trained reserve enlisted manpower force needed to maintain readiness. NAVELSG's readiness challenge stems from the absence of a manpower construct suited to train, develop, and assign Sailors ready to serve in NAVELSG's reserve units. Using a holistic approach, this research explored the establishment of the first Navy expeditionary cargo handling units, NAVELSG's unit organization, enlisted training requirements and Navy manpower constructs. The research also conducted interviews with NAVELSG staff members. This paper employed a problem/solution framework to evaluate alternatives to existing Navy manpower policy to better support NAVELSG's manpower needs. An analysis of four alternatives yielded two favorable solutions that call for the creation of a new rating (occupational specialty) that is unique to the Navy reserves. The establishment of a Boatswain's Mate Expeditionary (BME) service rating is recommended for the solution's ability to address the readiness issue, provide a training pipeline that is manageable in scope, and benefits Sailors with an alignment of their rating, duties, and training."--Abstract.
