Book excerpt: Since the end of bipolarism, the concept of asymmetric warfare, and of asymmetric conflict in general, has been increasingly applied with regard to armed forces activities and tasks. This book presents the findings of comparative empirical research conducted in selected military units by a group of distinguished experts on military organization, who hail from the eight participating countries: Bulgaria, Cameroon, Denmark, Finland, Italy, Lithuania, the Philippines and Spain. It discusses remarks made by military leaders with extensive experience in the field regarding current doctrines on military leadership and their applicability in the field, as well as proposals and suggestions for new directions. “It is a complex relation, always based on respect and politeness, but often with mismatched interests.” (Army Colonel). “It makes you realize that there is a cultural gap. You must firstly understand who you are going to relate to, and the culture of these people, and then try to establish a certain kind of relationship. Drawing on lived experiences, the book offers insights into what a new kind of leadership means when leaders have to cope with diverse and unclear missions. As former U.S. Secretary of Defense Robert Gates once noted: "We have a perfect record in predicting the next war. We have never once gotten it right." In the face of such great uncertainty, militaries must be able to adapt rapidly in order to win. Adaptation under Fire identifies the characteristics that make militaries more adaptable, illustrated through historical examples and the recent wars in Iraq and Afghanistan. Authors David Barno and Nora Bensahel argue that militaries facing unknown future conflicts must nevertheless make choices about the type of doctrine that their units will use, the weapons and equipment they will purchase, and the kind of leaders they will select and develop to guide the force to victory. Yet after a war begins, many of these choices will prove flawed in the unpredictable crucible of the battlefield. For a U.S. military facing diverse global threats, its ability to adapt quickly and effectively to those unforeseen circumstances may spell the difference between victory and defeat. Subsequently, "transformation" has superceded it as the preferred term of art. For the better part of two decades, American defense professionals have been excited by the prospect of effecting a revolutionary change in the conduct and character of warfare. In this monograph, Dr. Colin S. Gray provides a critical audit of the great RMA debate and of some actual RMA behavior. He argues that the contexts of warfare are crucially important. Indeed so vital are the contexts that only a military transformation that allows for flexibility and adaptability will meet future strategic demands. Dr. Gray warns against a transformation that is highly potent only in a narrow range of strategic cases. In addition, he advises that the historical record demonstrates clearly that every revolutionary change in warfare eventually is more or less neutralized by antidotes of one kind or another (political, strategic, operational, tactical, and technological). He warns that the military effectiveness of a process of revolutionary change in a "way of war" can only be judged by the test of battle, and possibly not even then, if the terms of combat are very heavily weighted in favor of the United States. On balance, the concept of revolutionary change is found to be quite useful, provided it is employed and applied with some reservations and in a manner that allows for flexibility and adaptability. Above all else, the monograph insists, the contexts of warfare, especially the political, determine how effective a transforming military establishment will be.

Book excerpt: This monograph begins with a case study that provides a means for analyzing the complexity of organizational leadership in the contemporary security environment. As such, it presents a high stakes problem-set that required an operational adaptation by a cavalry squadron conducting combat operations in Baghdad. This problematic reality triggered the struggle to find a creative response to a very deadly problem, while cultural norms served as barriers that prevented the rejection of previously accepted solutions that had proven successful in the past, even though those successful solutions no longer fit in the context of the reality of the present. The case study highlights leaders who were constrained by deeply-held assumptions that inhibited their ability to adapt quickly to a changed environment. The case study then moves on to provide an example of a successful application of adaptive leadership and adaptive work that was performed by the organization after a period of reflection and the willingness to experiment and assume risk. The case study serves as a microcosm of the challenges facing the U.S. Army, and the corresponding leadership framework presented in this monograph can be used as a model for the Army as it attempts to move forward in its effort to make adaptation an institutional imperative. The paper presents a more holistic approach to leadership where the leader transcends that of simply being an authority figure and becomes a real leader who provides a safe and creative learning environment where the organization can tackle and solve adaptive challenges. The paper concludes by recommending that U.S. Army leaders apply Harvard Professor Dean Williams's theory to the challenges confronting the Army's leader development process thereby fostering a culture of adaptive leaders.

Examining a broad set of discursive maneuvers in a series of cases as focal points—integration of open homosexuality, the end of the combat ban on women, and the epidemic nature of military sexual assault within its units—Stephanie Szitanyi examines the contemporary link between gender and military service in the United States, and comprehensively analyzes forms of gendering produced by the military as an institution. Using feminist interpretivist methods to analyze an impressive combination of visual, textual, archival, and cultural materials, the book argues that despite policy changes since 2013 that may be positioned as explicit episodes of degendering, military officials have simultaneously moved to counteract them and reinforce the institution’s gender regime of hetero-male privilege. Importantly, these (re)gendering processes continue to prioritize certain forms of service and sacrifice, through which a specific version of masculinity—the masculine warrior—is continuously promoted, preserved, and cemented.
