The geo-political situation on the southern coast of the Mediterranean has radically changed and new challenges have emerged for the European Union, United States, and beyond. Long-lasting issues such as the Israeli-Palestinian conflict, or the tensions between Turkey and Greece, continue to be present, but new destabilising factors have emerged in the region following the Arab spring of 2011. The US, EU and NATO continue to maintain a significant military presence in and around the Mediterranean, but military capabilities must be nested within a whole-of-government, international approach. The challenges in this region demand unprecedented levels of civil-military and intergovernmental cooperation. In these hybrid spaces, different types of rules and practices coexist and overlap, and negotiations over meaning and implementation take place. This book examines the diverse modalities by which states in the Mediterranean Middle East and North Africa (MENA) reject, resist, challenge, modify, or entirely change European policies and preferences and provides rich empirical evidence of these contestation practices in the fields of migration and border control, banking and finance, democracy promotion, and telecommunications. It addresses the complex question of when and how MENA states capitalize on their leverage and interdependence in their relationships with Europe and contributes to a more comprehensive understanding of Europe–Middle East relations, while engaging with broader debates on power and interdependence, order, and contestation in international relations. While a contribution on the practices of resistance and contestation of MENA states vis-à-vis European policies and preferences in this geopolitically significant region was overdue, this volume leads the way for subsequent studies that seek to overcome the constraints of exceptionalism so characteristic of research of the Middle East, Europe/the European Union, and certainly of their relationship.

As a consequence of the region’s heavy reliance on food imports, the sharp increase in food prices since 2007 and the consequent world food crisis has had macro-economic problems (inflation, trade deficits, fiscal pressure), increased poverty and political instability. This challenge, coupled with the consequences of environmental degradation, water scarcity, urbanization and climate stress, call for the urgent development of sustainable agriculture has mostly been ignored in Euro-Mediterranean relations, due to strong opposition from the EU. However, academics and policymakers have increasingly acknowlendged that agriculture that needs to be placed at the core of Euro-Mediterranean regional cooperation. Given the sensitiveness and strategic importance of agriculture for both shores of the Mediterranean, the IAI and the OCP Policy Center jointly organized a two-day conference in Rabat on November 20-21, 2014, to discuss food security and agriculture challeges in the framework of Euro-Mediterranean relations. The present colume collects the updated and revised versions of the twelve papers that were discussed in that meeting.
