What challenges do these drivers present to achievement of sustainable food and nutrition security at global, regional, and national scales? How can agricultural technologies, natural resource management practices, and investment in infrastructure address these challenges in ways that manage trade-offs, protect natural capital, and sustain the provision of ecosystem services? PIM researchers analyzed the consequences of a number of key drivers for the future development of food systems. The primary focus has been on climate change, population and income growth, food prices, and their combined effects on dietary preferences, health, and the environment, as well as on the role of changing technology and responses to investments in key components of the food system. A body of work comprised of ground-breaking original research and review studies was made possible by the successful building of a community of practice on foresight that brought together researchers across CGIAR with collaborators from academia and centers of excellence all over the world.

As the COVID-19 pandemic swept across the globe, phrases that had most often been found in research papers suddenly emerged on the front pages of newspapers and in trending topics on social media. Countries, corporations, and consumers alike struggled to understand not only how to cope with the threat of the disease itself, but also with meeting basic needs, such as food security, nutrition, and health, as lockdowns and mobility restrictions reshaped the world in very unequal ways, seemingly overnight. As a consortium working across five flagship research areas to address some of the world’s greatest challenges in nutrition and health, the CGIAR Research Program on Agriculture for Nutrition and Health (A4NH) was uniquely prepared to support policymakers and partners in low- and middle-income countries in their COVID-19 response and recovery efforts and to contribute research evidence on ways to build back better toward a more equitable, food secure, and sustainable future.

Book excerpt: How do access to and control over inputs and resources affect productivity of men and women, and what other factors might explain observed differences in productivity? A range of studies under Flagship 6 consider how women’s empowerment and agency influence technical and allocative efficiency on the farm, analyzing a variety of sectors in countries including Bangladesh, Senegal, and Egypt. Evidence from Bangladesh (Seymour 2017) showed that reduced gender disparities, as measured by the Women’s Empowerment in Agriculture Index (WEAI), are associated with higher technical efficiency in farming, while complementary evidence from Senegal (Hoel et al. 2017) showed that low levels of spousal cooperation, measured by lab-inthe-field games, result in productive inefficiencies in dairy farming. This work highlights the value of gender equity for productivity and validates the ability of both the WEAI and games to predict productivity. Additional research (Bernard et al. 2017) showed that households in which women control contracts for milk were more likely to demand micronutrient-fortified milk, suggesting the value of women’s involvement. In Senegal, PIM-developed vignettes have been used in a survey to understand patterns of intrahousehold decision-making and the impacts on milk production. A set of papers on gender, land rights, and irrigation (Najjar et al. 2019 [journal article and policy brief] and Najjar et al. 2020) analyzes these relationships in Egypt, a country where little work has been done on women’s control over assets. The research demonstrates that women are much more involved in irrigation than is commonly believed.

Book excerpt: How do social protection programs influence agricultural growth and nutrition, and what are the implications of this for program design? PIM research on the impact of social protection programs and complementary interventions for agricultural growth and nutrition made significant contributions to research and policy, including through impact evaluations of national food and cash transfer programs (e.g., the Takaful and Karama Program in Egypt, the Productive Safety Net Program in Ethiopia, and the Programme de Filets Sociaux “Jigisemejiri” in Mali), pilot studies (in Bangladesh, Ethiopia, Ghana, India, Indonesia, Malawi, Mali, Nigeria, Pakistan, Senegal, Tanzania, and Yemen), and policy papers and review studies covering many low- and middle-income countries. Social protection programs that provide cash or in-kind transfers alone often show limited short-term effects on agriculture or nutrition outcomes, although there is evidence of impacts of cash transfers alone on child nutrition in cases of extreme deprivation or when transfers are very large. The flagship’s research shows that social protection programs that bundle cash or in-kind transfers with high-quality complementary programming can generate large, significant improvements in agriculture and nutrition outcomes. Such complementary programming includes agricultural extension and nutrition behavior change communication (BCC).
