Abstract: Brazil's development cooperation policy with sub-Saharan Africa has intensified since the end of the 2000s, with Mozambique being the country's largest partner. This South–South Cooperation enterprise has shown intentions to share elements drawn from previous experiences of programmes implemented in Brazil, particularly in the rural sector. However, Brazilian agricultural policy is notorious for its dualistic structure, and dominant political strategy has been marked by the accommodation of two different – occasionally contradictory – agricultural policy agendas, reflecting how current political forces are organized. This article demonstrates how such a dualistic structure shapes Brazil's technical cooperation with Mozambique, pointing out that it is still unclear how far rural development perspectives rooted in the particularities of Brazilian agrarian dynamics would be useful for projects implemented in different rural contexts. We argue that, since Mozambican agricultural plans primarily emphasize a perspective that focuses on market-oriented agricultural modernization, a potential reform of the current cooperation policy toward more inclusive agenda, focused on family farming, faces political economy constraints. We conclude that the appropriation of a foreign project relies on the political economy dynamics of related contexts and power relations of involved stakeholders, an area that could deserve further attention from researchers investigating Brazil–Mozambique relations.

Book excerpt: This study forms part of a greater project, New South–South Development Trends and African Forest, carried out in Gabon, Mozambique and Cameroon. In Mozambique, the project focused on the Brazilian– Japanese–Mozambican trilateral program ProSavana. At the time the study began, there was little information or previous work on the topic. This paper should therefore be treated as a scoping study. During the course of this scoping study, only a few papers based on field research were published, and the initial findings of this study are largely in line with this research. This paper supplements the existing literature by adding depth from field interviews in Nampula and Zambezia as well as an examination of the draft ProSavana reports, which became available in May 2013. This paper finds large misconceptions about what the ProSavana program is and what agrarian models will be implemented under the program. The ProSavana program team’s inadequacy in effectively communicating the program’s mission, methods and content has led civil society to look to PROCEDER for clues as to how ProSavana will play out in Mozambique. However, the findings from field visits, interviews with a range of stakeholders and a review of ProSavana project documents reported in this paper are that ProSavana will not be a replica of PROCEDER and the strategies proposed do align well with Mozambique’s agrarian strategy, known as PEDSA, and by extension the Comprehensive African Agriculture Development Programme (CAADP). ProSavana must therefore be evaluated on its own merit.

Until 40 years ago, this region, with its huge expanse of tropical savanna was believed to be unsuited to agriculture. Now, however, it has been transformed into an immense breadbasket, contributing to the mitigation of global food shortages. It also has contributed to the inland development of Brazil, promoting urbanization with a higher living standard and modern production techniques. This book identifies critical factors that enabled the transformation of the Cerrado. To understand the process of agricultural development and the formation of agro-industrial value chains, spatial economics and related approaches are essential because the process involves spatial interactions such as transportation, supply chains, knowledge spillovers, environmental constraints, migration, and urbanization. The book demonstrates that the initial development of Cerrado agriculture was a genuine spatial transformation with contributions from pioneering producers, agribusinesses, and central and local governments, as well as through international cooperation. It also discusses agriculture and agro-industrial value chains focusing on inclusive and sustainable development, a major concern of the international community particularly in terms of the Sustainable Development Goals.

She argues that social movements are not the politically coherent, bounded entities often portrayed by scholars, the press, and movement leaders. Instead, they are constantly changing mediations between localized moral economies and official movement ideologies. Wolford develops her argument by analyzing how a particular social movement works: Brazil’s Rural Landless Workers’ Movement, known as the Movimento Sem Terra (MST). Founded in the southernmost states of Brazil in the mid-1980s, this extraordinary grassroots agrarian movement grew dramatically in the ensuing years. By the late 1990s it was the most dynamic, well-organized social movement in Brazilian history. Drawing on extensive ethnographic research, Wolford compares the development of the movement in Brazil’s southern state of Santa Catarina and its northeastern state of Pernambuco. As she explains, in the south, most of the movement’s members were sons and daughters of small peasant farmers; in the northeast, they were almost all former plantation workers, who related awkwardly to the movement’s agenda of accessing “land for those who work it.” The MST became an effective presence in Pernambuco only after the local sugarcane economy had collapsed. Worldwide sugarcane prices dropped throughout the 1990s, and by 1999 the MST was a prominent political organizer in the northeastern plantation region. Yet fewer than four years later, most of the region’s workers had dropped out of the movement. By delving into the northeastern workers’ motivations for joining and then leaving the MST, Wolford adds nuance and depth to accounts of a celebrated grassroots social movement, and she highlights the contingent nature of social movements and political identities more broadly.
