Book Local and Central Government

Download or read book Local and Central Government written by Percy Ashley and published by . This book was released on 2015-07-12 with total page 414 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Local and Central Government: A Comparative Study of England, France, Prussia, and the United States In all European nations, whatever may have been the previous course of their constitutional history, the persistent and rapid growth of the functions of the state, and the constant assumption of new and onerous duties and responsibilities in the last century, have rendered some attempts at decentralisation and some grants of self- government absolutely necessary, if the national administration is to be carried on with success. Experience, ancient and modern alike, has shown conclusively that a completely centralised bureaucracy - that is, a self-recruiting body of officials working from a single centre, and responsible only to itself - cannot carry on indefinitely the administration of a large country; it tends to ignore the varieties of local conditions, to become stereotyped in its ideas and methods, and overburdened; and sooner or later a breakdown becomes inevitable. Download or read book Explaining local government written by J. A. Chandler and published by Manchester University Press. This book was released on 2013-07-19 with total page 612 pages. Available in PDF, EPUB and Kindle. Book excerpt: Explaining local government, available at last in paperback, uniquely presents a history of local government in Britain from 1800 until the present day. The study explains how the institution evolved from a structure that appeared to be relatively free from central government interference to, as John Prescott observes, 'one of the most centralised systems of government in the Western world'. The book is accessible to A level and undergraduate students as an introduction to the development of local government in Britain but also balances values and political practice to provide a unique explanation, using primary research, of the evolution of the system.

Book Local Government and Politics in China

Download or read book Local Government and Politics in China written by Yang Zhong and published by Routledge. This book was released on 2015-02-18 with total page 241 pages. Available in PDF, EPUB and Kindle. Book excerpt: After over a decade of administrative and economic reform in mainland China, the center has become increasingly remote and less important for many localities. In many ways, the mobilization capacity of the central government has been weakened. Central government policies are often ignored and local officials are often more interested in personal projects than in centrally directed economic plans. In this study of local government and politics in China, the author explores when and why local government officials comply with policy directives from above. Drawing on interviews with government officials in various municipalities and a review of county records and other government documents, he provides the first in-depth look at policy implementation at the county and township levels in the PRC. The book examines the impact of the Chinese cadre system on the behavior of local officials, local party and government structure, relationships among various levels of Chinese local government, policy supervision mechanisms at local levels, village governance of China, and more.
