Originally published in 1981, Control and Power in Central-Local Government Relations set out to provide a re-interpretation of central-local relations in Britain. The book reviewed the (then) existing literature; redefined the subject of intergovernmental relations (IGR); and developed a theory linking IGR to broader issues in the study of British Government. It rapidly became a classic in the study of local government. The link to broader issues what achieved through the power-dependence model and the focus on policy communities. The book underpinned the vast growth in the study of policy networks in British government. This revised edition includes four new chapters, two of which have been specially written. The new Preface traces the fortunes of the power-dependence model, commenting on and updating the individual chapters. A new part II continues the story. It contains a 1986 essay reviewing criticism of the original model (chapter 6); a 1992 article discussing unresolved issues in the study of policy networks (chapter 7); and a new chapter assessing where we are now in the study of networks. It argues, provocatively, for an ethnographic focus on traditions and narratives; on how individuals construct networks. The book remains essential reading for all students and academics concerned with the study of IGR and policy networks.

Planners involved in a decentralizing reform must identify which components of the system are more appropriately managed at the central level and which at the local level. This book is intended to inform education policymakers, planners, and practitioners about international experience in the legal aspects of decentralizing basic education. It also provides a basic understanding of how laws and regulations can be used for education reform. For purposes of the discussion, decentralization is used to describe efforts to transfer decision making power in basic education from the administrative center of a country to authorities closer to users. The term is also used in a more technical sense to describe one of the many forms this type of reform can take, and in this sense it is contrasted with deconcentration and devolution as educational reforms. The first section examines the general legal aspects of decentralization, and the second looks more closely at decentralization laws and regulations. The third section is, in effect, a checklist of items that should be included in decentralization laws, and the fourth section provides a road map to help the planner prepare and implement the laws required for reform. Although an effort has been made to keep the discussion general enough for use in many countries, the analysis is based on the legal systems of the Western world or those that they inspired. The struggle of the local authorities against negative contents of control has met with success in several liberal democracies. Literature survey of the central government and local authority relationship, however, reveals that there is a global trend towards centralisation. There are social, economic, political, administrative and financial factors contribute to this scenario. The welfare state concept has brought about a revolutionary change in the division of powers by blurring the areas of jurisdiction of the different levels of government on the one hand and consequently, introducing the element of their interdependence, on the other. Centralised planning, which is increasingly the current scenario, has made the lower levels of government integrated with the national government in respect of national economic policy. Increasing sophistication in the delivery of services resulted in the dependence of the local authorities on the higher level of government for obtaining technical and financial assistance. Further, technology has improved modern means of transport and communication, making the supervision and control closer and rigid. Indeed, the history of local authority in Sri Lanka particularly the nineteenth century, might be described from one angle as the steady invasion by the central government of a sphere formerly left entirely to local authorities. On the other hand, the local authorities in developing countries are a direct control of the government.
