Available in PDF, EPUB and Kindle. Book excerpt: The Centers for Disease Control and Prevention (CDC) has experienced an expanding workload due to emerging health threats, such as bioterrorism. Strategic planning helps agencies like CDC sustain a workforce with the necessary education, skills, and competencies -- human capital -- to fulfill their missions. In Sept. 2007, CDC released its Strategic Human Capital Mgmt. Plan (CDC Plan). This report reviewed CDC¿s human capital planning and determined: (1) whether the CDC Plan was designed to address the human capital challenges CDC faces; (2) the extent to which the CDC Plan is strategically aligned with agency goals, plans, and budget; and (3) the extent to which CDC incorporated principles for strategic human capital planning.

Available in PDF, EPUB and Kindle. Book excerpt: The U.S. Department of Health and Human Services (HHS) profoundly affects the lives of all Americans. Its agencies and programs protect against domestic and global health threats, assure the safety of food and drugs, advance the science of preventing and conquering disease, provide safeguards for America's vulnerable populations, and improve health for everyone. However, the department faces serious and complex obstacles, chief among them rising health care costs and a broadening range of health challenges. Over time, additional responsibilities have been layered onto the department, and other responsibilities removed, often without corresponding shifts in positions, procedures, structures, and resources. At the request of the U.S. House of Representatives Committee on Oversight and Government Reform, HHS in the 21st Century assesses whether HHS is "ideally organized" to meet the enduring and emerging health challenges facing our nation. The committee identifies many factors that affect the department's ability to address its range of responsibilities, including divergence in the missions and goals of the department's agencies, limited flexibility in spending, impending workforce shortages, difficulty in retaining skilled professionals, and challenges in effectively partnering with the private sector.

Despite decades of effort and billions of dollars spent to combat the problem, illicit drug use in the United States is still rampant and shows no sign of abating. Covering illegal drugs ranging from marijuana and LSD to cocaine and crystal meth, this authoritative reference work examines patterns of drug use in American history, as well as drug control and interdiction efforts from the nineteenth century to the present. This encyclopedia provides a multidisciplinary perspective on the various aspects of the American drug problem, including the drugs themselves, the actions taken in attempts to curb or stop the drug trade, the efforts at intervention and treatment of those individuals affected by drug use, and the cultural and economic effects of drug use in the United States. More than 450 entries descriptively analyze and summarize key terms, trends, concepts, and people that are vital to the study of drugs and drug abuse, providing readers of all ages and backgrounds with invaluable information on domestic and international drug trafficking and use. The set provides special coverage of shifting societal and legislative perspectives on marijuana, as evidenced by Colorado and Washington legalizing marijuana with the 2012 elections.
