Book excerpt: Describes Romania's antisemitic policies in the interwar period and the genocide of Jews in Romania and Romanian-controlled Transnistria (including Odessa) during World War II, stressing the economic aspect of these policies. The first clearly antisemitic law enacted in Romania was the Law to Reexamine Citizenship of January 1938, which stripped thousands of Jews of their citizenship. The great upheavals of 1938-42, including the loss of territories in 1940, an attempted Legionnaire takover in January 1941, and Romania's entrance into the war in June 1941, brought about an escalation in antisemitic policies. These included a boycott of Jewish trade, seizure of Jewish property, dismissals of Jewish workers, forced labor, measures to Romanize the country's cultural and intellectual life, and outright plunder. The Iron Guard played a leading role in the economic destruction of Romanian Jewry, reinforced with terror. Antonescu tried not to lag behind the previous Iron Guard regime in expropriation policies. The genocidal acts of Antonescu's regime (e.g. the pogrom in Iaşi and murders in Bessarabia, Bukovina, Odessa, and Transnistria) were accompanied by expropriation of Jewish property, plunder, extortion of money by selling food and water at inflated prices in ghettos and camps, and exploitation of Jewish labor.

Book excerpt: The purpose of this text is to provide the Army with a factual account of the organization and operations of the Soviet resistance movement behind the German forces on the Eastern Front during World War II. This movement offers a particularly valuable case study, for it can be viewed both in relation to the German occupation in the Soviet Union and to the offensive and defensive operations of the Wehrmacht and the Red Army. The scope of the study includes an over-all picture of a quasi-military organization in relation to a larger conflict between two regular armies. It is not a study in partisan tactics, nor is it intended to be. German measures taken to combat the partisan movement are sketched in, but the story in large part remains that of an organization and how it operated. The German planning for the invasion of Russia is treated at some length because many of the circumstances which favored the rise and development of the movement had their bases in errors the Germans made in their initial planning. The operations of the Wehrmacht and the Red Army are likewise described in considerable detail as the backdrop against which the operations of the partisan units are projected. Because of the lack of reliable Soviet sources, the story has been told much as the Germans recorded it. German documents written during the course of World War II constitute the principal sources, but many survivors who had experience in Russia have made important contributions based upon their personal experience.

Book excerpt: The German invasion of the Soviet Union during the Second World War was central to Nazi plans for territorial expansion and genocidal demographic revolution. To create 'living space', Nazi Germany pursued two policies. The first was the systematic murder of millions of Jews, Slavs, Roma, and other groups that the Nazis found undesirable on racial, religious, ethnic, ideological, hereditary, or behavioral grounds. It also pursued a parallel, albeit smaller, program to mobilize supposedly Germanic residents of Eastern Europe and the Soviet Union - so-called Volksdeutsche or ethnic Germans - as the vanguard of German expansion. This study recovers the intersection of these two projects in Transnistria, a portion of southern Ukraine that, because of its numerous Volksdeutsche communities, became an epicenter of both Nazi Volksdeutsche policy and the Holocaust in conquered Soviet territory, ultimately asking why local residents, whom German authorities identified as Volksdeutsche, participated in the Holocaust with apparent enthusiasm.

Alexander Dallin provides a detailed study of the Romanian administration in Transnistria, illustrating important aspects of the development of this Soviet territory after the removal of the Communist system. Dallin argues that "The relative success of the Romanians (in contrast to German-held areas of the USSR) supports the thesis that the specific nature of the occupation policy and behavior mattered a good deal in determining the response of the subject population." He adds that "the Transnistrian experiment rapidly gained popular confidence through higher living standards and an atmosphere of greater relaxation. The absence of terror and forced labor, and greater opportunities for self-expression, both economic and cultural, go far to explain the overwhelming popular preference for Romanian over German rule." A noted expert in Soviet history, Alexander Dallin (1924-2000) was a former president of the American Association for the Advancement of Slavic Studies and professor emeritus of international history and political science at Stanford University in California. His other books include German Rule in Russia, 1941-1945. The book includes an introduction by Larry L. Watts, an American specialist on the history of Romania during World War II.
