The novel begins with a seemingly non-fiction frame story—an exchange of letters between the author and Emilia Codrescu, the female chief of the Secret Documents Office in Romania’s feared State Directorate of Media and Printing, the government branch responsible for censorship. Codrescu had been responsible for the burning and shredding of the censors’ notebooks and the state secrets in them, but prior to fleeing the country in 1974 she had stolen one of these notebooks. Now, forty years later, she makes the notebook available to Liliana, the character of the author, for the newly instituted Museum of Communism. The work of a censor—a job about which it is forbidden to talk—is revealed in this notebook, which discloses the structures of this mysterious institution and describes how these professional readers and ideological error hunters are burdened with hundreds of manuscripts, strict deadlines, and threatening penalties. The censors lose their identity, and are often frazzled by neuroses and other illnesses.

This comparison is performed both explicitly, through several chapters focusing on the general methodological implications of such a comparison between Francoist Spain and Communist Romania in the development of totalitarian / dictatorial propagandistic systems; and implicitly, by offering the academic frame to a series of case studies from both regimes. The contributors to this volume – Spanish, Anglo-Saxon and Romanian scholars – approach several aspects of media in relation to politics, propaganda, historical or social aspects in the two regimes, based on their academic backgrounds: history, cultural studies, media and literature. The volume intends to suggest – through its collection of general, comparative or analytic chapters, as well as through a new approach on two political and cultural phenomena otherwise studied as opposing paradigms – the need for a larger debate on the potential of the approach to these phenomena in a common framework.

Lessons in Censorship brings clarity to a bewildering array of court rulings that define the speech rights of young citizens in the school setting. Catherine J. Ross examines disputes that have erupted in our schools and courts over the civil rights movement, war and peace, rights for LGBTs, abortion, immigration, evangelical proselytizing, and the Confederate flag. She argues that the failure of schools to respect civil liberties betrays their educational mission and threatens democracy. From the 1940s through the Warren years, the Supreme Court celebrated free expression and emphasized the role of schools in cultivating liberty. But the Burger, Rehnquist, and Roberts courts retreated from that vision, curtailing certain categories of student speech in the name of order and authority. Drawing on hundreds of lower court decisions, Ross shows how some judges either misunderstand the law or decline to rein in censorship that is clearly unconstitutional, and she powerfully demonstrates the continuing vitality of the Supreme Court’s initial affirmation of students’ expressive rights. Placing these battles in their social and historical context, Ross introduces us to the young protesters, journalists, and artists at the center of these stories. Without safeguards for the safety of journalists there can be no free media. Journalists are under threat in Europe. Different forms of violence against journalists have increased significantly over the last decade: from physical attacks, to intimidation and harassment, targeted surveillance and cyberbullying, we now see a range of tactics deployed to silence critical voices and free speech. Together with impunity for the perpetrators of unwarranted interference on journalists, these are among the most serious challenges facing media freedom today. Self-censorship is hardly surprising in such circumstances. This study, conducted among almost 1 000 journalists and other news providers in the 47 Council of Europe member states and Belarus, sheds new light on how these issues impact on journalists’ behaviour. The results of the study provide quantitative evidence on such unwarranted interference, fear and how this relates to consequent self-censorship. These striking results confirm the urgent need for member states to fully implement Recommendation CM/Rec(2016)4 on the protection of journalism and safety of journalists and other media actors, and represent an essential and reliable tool for strategic planning in this field to guarantee freedom of expression.

Just how murky it can sometimes be is compellingly exemplified in the case of apartheid South Africa. For reasons that were neither obvious nor historically inevitable, the apartheid censors were not only the agents of the white minority government's repressive anxieties about the medium of print. They were also officially-certified guardians of the literary. This book is centrally about the often unpredictable cultural consequences of this paradoxical situation. Peter D. McDonald brings to light a wealth of new evidence - from the once secret archives of the censorship bureaucracy, from the records of resistance publishers and writers' groups both in the country and abroad - and uses extensive oral testimony. Book excerpt: This book analyzes, in the relation with the Romanian modernity, the transformations of the Romanian public sphere, political system and journalism from the beginning of the 19th Century up to 2005. The argumentation starts from the idea that the Romanian Enlightenment never had the chance to reach its purpose, the creation of the individual as a human category. As a consequence of this historical fact, the Romanian modernity was not explored in all its dimensions and was not congruent with its western model of development. Only after late 90's, signs for a surpassing historical backwardness were seen in Romania, and only after the integration into EU become sure. From this perspective this book looks onto the change in the modernization engine of Romania, in late 90's. This change is happening as a transgression from a three steps modernization model, in which the role of the elite is central, to a two steps modernization model, in which the role of the elite is minimal. Because the three steps modernization model fits the idea of an acclamatory public sphere, while the two steps modernization engine fits the concept of civil public sphere, this book proves that the Romanian democracy is evolving from its totalitarian background to become a participative democracy. The only question unanswered yet, is if the elite and the mass media are willing to let Romania and its citizens to breakup the ties with the totalitarian past.
