Book Institutions and Gender Inequality

Download or read book Institutions and Gender Inequality written by Tabitha W. Kiriti-Ng'ang'a and published by African Books Collective. This book was released on 2011 with total page 150 pages. Available in PDF, EPUB and Kindle. Book excerpt: Recent efforts in national planning in Kenya have sought to identify development priorities through consultations. The Government of Kenya, in its effort to eradicate poverty and to promote pro-poor growth, established the Constituency Development Fund (CDF) under the Constituencies Development Fund Act of December 2003. This study sought to investigate whether the CDF has improved the livelihoods and welfare of women and girls in the Kenyan society and whether women are being enabled to participate more visibly in the local development processes. The objectives of this study were: To investigate the needs and priorities of males and females with regard to CDF projects as perceived by them; To establish the differences that may exist between the sexes in terms of awareness of the CDF and in terms of participation in CDF management, in project identification and implementation and in other decision-making processes that determine how these funds are invested; To evaluate the distributive impact of the CDF projects in the health and education sectors; To investigate the factors or challenges for the achievement of greater parity and for the attainment of CDF objectives; and to put forward policy recommendations.

Book Distributive Politics in Developing Countries

Download or read book Distributive Politics in Developing Countries written by Mark Baskin and published by Lexington Books. This book was released on 2014-10-23 with total page 279 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book explores the increasing use of Constituency Development Funds (CDFs) in emerging democratic governments in Africa, Asia, the Caribbean, and Oceania. CDFs dedicate public money to benefit parliamentary constituencies through allocations and/or spending decisions influenced by Members of Parliament (MPs). The contributors employ the term CDF as a generic term although such funds have a different names, such as electoral development funds (Papua New Guinea), constituency development catalyst funds (Tanzania), or Member of Parliament Local Area Development Fund (India), etc. In some ways, the funds resemble the ad hoc pork barrel policy-making employed in the U.S. Congress for the past 200 years. However, unlike earmarks, CDFs generally become institutionalized in the government’s annual budget and are distributed according to different criteria in each country. They enable MPs to influence programs in their constituencies that finance education, and build bridges, roads, community centers, clinics and schools. In this sense, a CDF is a politicized form of spending that can help fill in the important gaps in government services in constituencies that have not been addressed in the government’s larger, comprehensive policy programs. This first comprehensive treatment of CDFs in the academic and development literatures emerges from a project at the State University of New York Center for International Development. This project has explored CDFs in 19 countries and has developed indicators on their emergence, operations, and oversight. The contributors provide detailed case studies of the emergence and operations of CDFs in Kenya, Uganda, Jamaica, and India, as well as an analysis of earmarks in the U.S. Congress, and a broader analysis of the emergence of the funds in Africa. They cover the emergence, institutionalization, and accountability of these funds; analyze key issues in their operations; and offer provisional conclusions of what the emergence and operations of these funds say about the democratization of politics in developing countries and current approaches to international support for democratic governance in developing countries.

Book Developmental State Building

Download or read book Developmental State Building written by Yusuke Takagi and published by Springer. This book was released on 2019-01-18 with total page 200 pages. Available in PDF, EPUB and Kindle. Book excerpt: This open access book modifies and revitalizes the concept of the ‘developmental state’ to understand the politics of emerging economy through nuanced analysis on the roles of human agency in the context of structural transformation. In other words, there is a revived interest in the ‘developmental state’ concept. The nature of the ‘emerging state’ is characterized by its attitude toward economic development and industrialization. Emerging states have engaged in the promotion of agriculture, trade, and industry and played a transformative role to pursue a certain path of economic development. Their success has cast doubt about the principle of laissez faire among the people in the developing world. This doubt, together with the progress of democratization, has prompted policymakers to discover when and how economic policies should deviate from laissez faire, what prevents political leaders and state institutions from being captured by vested interests, and what induce them to drive economic development. This book offers both historical and contemporary case studies from Japan, South Korea, Taiwan, Singapore, Indonesia, Malaysia, Myanmar, Ethiopia, Kenya, and Rwanda. They illustrate how institutions are designed to be developmental, how political coalitions are formed to be growth-oriented, and how technocratic agencies are embedded in a network of business organizations as a part of their efforts for state building.

Book Federal State Relations under the Pakatan Harapan Government

Download or read book Federal State Relations under the Pakatan Harapan Government written by Tricia Yeoh and published by ISEAS-Yusof Ishak Institute. This book was released on 2020-10-16 with total page 55 pages. Available in PDF, EPUB and Kindle. Book excerpt: On 9 May 2018, Malaysia’s Barisan Nasional (BN) government lost the country’s 14th general election (GE14). Replacing it was the Pakatan Harapan (PH) coalition, made up of four parties, three of which had had experience cooperating with each other for a decade, namely Parti Keadilan Rakyat (PKR), the Democratic Action Party (DAP) and Parti Amanah Negara (Amanah). The fourth was the new Parti Pribumi Bersatu Malaysia (PPBM) led by Dr Mahathir Mohamad. The election also saw equally significant changes at the state government level. PH now controlled seven states in total, up from two, while BN went from controlling ten states to retaining but two. PAS regained Terengganu and with its control over Kelantan now held the two East Coast states. The Sabah state government, held by Parti Warisan Sabah (Warisan) aligned itself with PH, while the Sarawak state government chose to stick with BN. As many as ten of the sixty promises listed in the PH 2018 election manifesto related to federalism and Sabah and Sarawak, an indication of the growing importance of these two states (and of state issues more generally). The PH administration’s two significant set-ups were the Special Select Committee on States and Federal Relations and the Special Cabinet Committee on the Malaysia Agreement 1963 (MA63). Serious attempts were made to address concerns by both committees, with achievements being more visible in the Special Cabinet Committee on MA63, possibly due to the greater attention given on Sabah and Sarawak. Issues brought up within the Parliamentary Special Select Committee were not substantively addressed. PH’s time in power saw how states aligned to it maintained a smooth working relationship with the federal government. What was more interesting to note was that even non-PH aligned states such as Kelantan, Terengganu and Perlis also received favourable attention from the federal government. Federal-state relations were much more aggressively tackled under the PH government than under any other preceding administration.

Book Participatory Communication

Download or read book Participatory Communication written by Thomas Tufte and published by World Bank Publications. This book was released on 2009-07-02 with total page 60 pages. Available in PDF, EPUB and Kindle. Book excerpt: What do we mean when we say participatory communication? What are the practical implications of working with participatory communication strategies in development and social change processes? What experiences exists in practice that documents that participatory communication adds value to a development project or programme? The aim of this user guide on participatory communication is to provide answers to some of these questions. Many communication practitioners and development workers face obstacles and challenges in their practical work. A participatory communication strategy offers a very specific perspective on how to articulate social processes, decision-making processes and any change process for that matter. Participatory approaches are nothing new. However, what is new is the proliferation of institutions, especially governmental but also non-governmental, that seek participatory approaches in their development initiative. This guide seeks to provide perspectives, tools and experiences regarding how to go about it with participatory communication strategies. It is conceived as a guide that hopefully can be of relevance and utility for development workers in the field. It is targeted at both at government and their officials, World Bank staff and at civil society.
