Book excerpt: Hurricane Katrina in 2005 highlighted gaps in the nation's preparedness to respond effectively to catastrophic incidents. The Department of Homeland Security's (DHS) Federal Emergency Management Agency (FEMA) designed the Task Force for Emergency Readiness (TFER) pilot program to advance and integrate state and federal catastrophic planning efforts. TFER, first envisioned by the Department of Defense (DOD), ran from September 2008 to September 2010, and FEMA provided the five participating states, Hawaii, Massachusetts, South Carolina, Washington, and West Virginia, with $350,000 each to develop plans, build relationships with stakeholders, and document lessons learned (i.e., TFER's stated objectives). As requested, GAO evaluated the extent to which (1) FEMA followed sound management practices in designing, administering, and evaluating TFER and (2) the five participating states satisfied TFER's stated objectives. GAO analyzed FEMA guidance, such as the TFER Pilot Information Package, conducted site visits to all five participant states, and met with relevant FEMA and DOD officials, to evaluate FEMA's management of TFER and the states' implementation of it.

However, FEMA officials said they are taking steps to address concerns raised by users of the system, including technical issues with the software. For example, FEMA has developed a new implementation plan to provide guidance to its regional offices for better communicating and training state and local officials on the use of its tracking software and intends to finalize a system strategic plan in the next nine to 15 months. Since these efforts are ongoing, GAO cannot yet assess the extent that they will address the inconsistences or user concerns with the system.

Book excerpt: On July 31, 2007, the House Committee on Oversight and Government Reform held a hearing to review the Federal Emergency Management Agency's (FEMA) preparedness to handle a future disaster. During that hearing, the Deputy Inspector General for Emergency Management Oversight testified that the New FEMA had made progress in many areas related to disaster preparedness, but that generally FEMA was not fully prepared for a catastrophic disaster. The Committee, in turn, requested that the Office of Inspector General (OIG) provide a high-level assessment of the Department of Homeland Security (DHS)/FEMA's preparedness for the next catastrophic disaster. The primary objectives of our assessment were to identify key areas for preparing for a catastrophic disaster, and determine the progress FEMA has made in the key areas since Hurricane Katrina struck in August 2005. We reviewed pertinent reports, including those of our office and the Government Accountability Office (GAO), as well as congressional testimony. We identified nine key areas critical to successful catastrophic preparedness efforts. We collaborated with FEMA officials to identify two to five critical components within each key area. We interviewed FEMA officials and evaluated documents provided by them. We assessed FEMA's progress in each of the areas using a four-tiered scale: substantial progress, moderate progress, modest progress, and limited or no progress. Given the scope and limitations of our review, we did not perform an in-depth assessment of each of the nine key preparedness areas. We used the critical components within each area, as well as our broader knowledge of the key preparedness areas, to gauge FEMA's overall progress in those areas.

Book excerpt: A little more than 10 years ago, Hurricane Katrina caused an estimated $108 billion in damage, making it the largest, most destructive natural disaster in our nation's history. Following the federal response to Hurricane Katrina in 2005, Congress passed the Post-Katrina Emergency Management Reform Act of 2006 (Post-Katrina Act). The act contained over 300 provisions that are intended to enhance national preparedness, emergency response and recovery, and the management of select disaster programs. In October 2012, another catastrophic hurricane-Hurricane Sandy-caused $65 billion in damage and once again tested the nation's preparedness and emergency response and recovery functions. GAO has issued multiple reports that discuss a wide variety of emergency management issues reflecting the federal government and FEMA's efforts to implement provisions of the Post-Katrina Act and address various aspects of emergency management. This statement discusses GAO's work on the progress FEMA has made and challenges that it still faces in three areas: (1) national preparedness, (2) disaster response and recovery, and (3) selected FEMA management areas. This statement is based on previously issued GAO reports from 2012 to 2015.

GAO recommended that FEMA?in collaboration with other federal agencies?regularly report on the status of corrective actions. FEMA agreed with GAO's recommendation and is taking action to address it but has not established a timeframe for completion.
