The Spanish state seemed to be on a journey towards an authentic federal order and was generally admired. However, the new century has been marked by an ever-growing independence movement, with 47.8 per cent of Catalonia voting in favour of independence in September 2015. Pro-independence mobilization has produced a rupture in political relations with the rest of Spain leading to a sovereignty struggle with Madrid. This book explores how an accumulation of long-, medium- and short-term factors have produced the current situation and why the Spanish territorial model has been unable or possibly, unwilling, to respond. The Catalan question is not purely a Spanish problem: it has direct implications for the traditional nation-state model, in Europe and beyond.

Book excerpt: Homage to Catalonia is George Orwell's personal account of his experiences and observations fighting for the POUM militia of the Republican army during the Spanish Civil War. The war was one of the defining events of his political outlook and a significant part of what led him to write in 1946, "Every line of serious work that I have written since 1936 has been written, directly or indirectly, against totalitarianism and for Democratic Socialism, as I understand it." The first edition was published in the United Kingdom in 1938. The book was not published in the United States until February 1952, when it appeared with an influential preface by Lionel Trilling. The only translation published in Orwell's lifetime was into Italian, in December 1948. A French translation by Yvonne Davet-with whom Orwell corresponded, commenting on her translation and providing explanatory notes-in 1938-39, was not published until five years after Orwell's death. Book Summary: Orwell served as a private, a corporal (cabo) and-when the informal command structure of the militia gave way to a conventional hierarchy in May 1937-as a lieutenant, on a provisional basis, in Catalonia and Aragon from December 1936 until June 1937. In June 1937, the leftist political party with whose militia he served (the POUM, the Workers' Party of Marxist Unification, an anti-Stalinist communist party) was declared an illegal organisation, and Orwell was consequently forced to flee. Having arrived in Barcelona on 26 December 1936, Orwell told John McNair, the Independent Labour Party's (ILP) representative there, that he had "come to Spain to join the militia to fight against Fascism." He also told McNair that "he would like to write about the situation and endeavour to stir working class opinion in Britain and France." McNair took him to the POUM barracks, where Orwell immediately enlisted. "Orwell did not know that two months before he arrived in Spain, the [Soviet law enforcement agency] NKVD's resident in Spain, Aleksandr Orlov, had assured NKVD Headquarters, 'the Trotskyist organisation POUM can easily be liquidated'-by those, the Communists, whom Orwell took to be allies in the fight against Franco."

Originally seen as a positive force, often enough it has resulted in warfare and persecution of minorities, so much so that, over time, it has been considered a social evil whose apparent decline has been greeted as a positive development. The author disputes this or rather, he maintains that the picture that emerges is more complex: nationalism is not disappearing but has taken on a different form. What we are experiencing is an increasing autonomy of ethnonations, i.e. nations without a state, in the wake of a weakening of the multinational states and the transfer of their sovereignty upwards, in the case of Europe to the federation of the European Union, and downwards to the "ethnonations." Catalonia is the major case study in this book but it is embedded in a comprehensive theoretical framework as well as the historical and contemporary reality of Europe, opening up a new perspective. The author, one of the foremost scholars in this field, brilliantly succeeds in developing an original, clear and comprehensive vision of nationalism that is accessible to a wide readership.

The volume is one of the first to focus comparatively on the rise of pro-sovereignty politics in mainstream nationalist parties, whose evolution has also featured more traditional impulses towards territorial accommodation within the wider state. Catalonia was one of the first regions in the world to adopt a methodology aimed at boosting competitiveness in a geographical area by improving the strategy and working environment of its companies. Today there are sound economic and business arguments supporting the case for Catalan independence. Historically, the development of California owes much to Catalonia and two CatalansJunipero Serra and Gaspar de Portola. Serra found his first mission, the Mission San Diego on July 16, 1769, and then followed with nine more missions along the California coast to San Francisco. Gaspar de Portola was a Catalan born in OS de Balaguer, Lleida, in 1716. He was a soldier and governor of California. When I started to write this story, I wondered who would help me critically and constructively. I need not have been concerned. My life partner, Montserrat Trueta, is always there with innovative support and technical and literal aid. Numerous people here in Barcelona have been very supportive, especially Toni Strubble and Miquel Strubble. Book excerpt: Across Western Europe, the global financial crisis of 2008 and its aftermath not only brought economic havoc but also, in turn, intense political upheaval. Many of the political manifestations of the crisis seen in other Western and especially Southern European countries also hit Spain, where challenger parties caused unprecedented parliamentary fragmentation, resulting in four general elections in under four years from 2015 onwards. Yet Spain, a decentralised state where extensive powers are devolved to 17 regions known as ‘autonomous communities’, also stood out from its neighbours due to the importance of the territorial dimension of politics in shaping the political expression of the crisis. This book explains how and why the territorial dimension of politics contributed to shaping party system continuity and change in Spain in the aftermath of the financial crisis, with a particular focus on party behaviour. The territorial dimension encompasses the demands for ever greater autonomy or even sovereignty coming from certain parties within the historic regions of the Basque Country, Catalonia and, to a lesser extent, Galicia. It also encompasses where these historic regions sit within the broader dynamics of intergovernmental relations across Spain’s 17 autonomous communities in total, and how these dynamics contribute to shaping party strategies and behaviour in Spain. Such features became particularly salient in the aftermath of the financial crisis since this coincided with, and indeed accelerated, the rise of the independence movement in Catalonia.
