Robust economic growth in large parts of the region has created better jobs -- those that pay higher wages for wage workers and reduce poverty for the self-employed, the largest segment of the regions employed. Going forward, South Asia faces the enormous challenge of absorbing 1 to 1.2 million entrants to the labor force every month for the next two decades at rising levels of productivity. This calls for an agenda that cuts across sectors and includes improving the reliability of electricity supply for firms in both urban and rural settings, dealing decisively with issues of governance and corruption, making access to land easier for urban informal firms and strengthening transport links between rural firms and their markets. It requires improving nutrition in early childhood to avoid cognitive impairment, intensifying the focus on quality of learning in education systems, equipping workers with the skills that employers demand, and reorienting labor market regulations and programs to protect workers rather than jobs. The continuance of high economic growth to help improve job quality is not assured. But the regions demography can provide a favorable tailwind. The growth of workers exceeds that of dependents in much of the region. The resources saved from having fewer dependents can be shifted to high-priority investments in physical and human capital accumulation necessary to create productive jobs in countries with an enabling policy framework. But the demographic window of opportunity is open for only the next three decades, a fact which lends urgency to the reform agenda. This book will be of interest to policy makers, their advisers, researchers and students of economics who seek solutions, not only to the challenge of creating more and better jobs in South Asia but globally as well. As trade expanded so the numbers of dock labourers increased and became concentrated in the major ports of the world. This ambitious two-volume project goes beyond existing individual studies of dock workers to develop a genuinely comparative international perspective over a long historical period. Volume 1 contains studies of 22 major ports worldwide. Built around an agreed framework of issues, these 'port studies' examine the type of workers who dominated dock labour, their race, class and ethnicity, the working conditions of dockers and the role of government as employer, arbitrator and supporter. The studies also detail how dockers organized their labour, patterns of strike action and involvement in political organizations. The structure of the port city is also outlined and descriptions given of the waterside environment. These areas of investigation form the basis for a series of 11 thematic studies which comprise Volume 2. Drawing on the information provided in the port studies, these essays identify important aspects and recurring themes, and explain how and why particular cases diverge from the rest. The final chapter of the book synthesizes the various approaches taken to offer a model which suggests several configurations of dock labour and presents suggestions for future research. This major scholarly achievement represents the most sustained attempt to date to provide a comparative international history of dock labour. Indeed, formalisation policies that do not recognise gendered realities and prevailing socio-economic conditions may be less effective and even counterproductive. This book examines the varying trajectories of formalisation and their impact on women workers in five developing countries in Asia and Africa: India, Thailand, South Africa, Ghana and Morocco. They range from low- to middle-income countries, which are integrated into global financial and goods markets to differing degrees and have varying labour market and macroeconomic conditions. The case studies, using macro and survey data as well as in-depth analysis of particular sectors, provide interesting and sometimes surprising insights. Despite some limited successes in providing social protection benefits to some informal workers, most formalisation policies have not really improved the working conditions of women workers. In many cases, that is because the policies are gender-blind and insensitive to the specific needs of women workers. The impact of formalisation policies on women in developing countries is relatively under-researched. This book provides new evidence that will be applicable across a wide range of developing country contexts and will be of interest to policymakers, feminist economists and students of economics, labour, gender and development studies, public policy, politics and sociology.
