Since the 1970s, socialist, communist and regional parties in India have sought to forge a progressive 'third force'. Most scholars typically dismiss its principal manifestations -- the Janata Party, National Front and United Front -- as inherently opportunistic coalitions of power-seeking politicians. Sanjay Ruparelia provides a fine-grained analytic narrative to challenge this prevailing wisdom. Employing a variety of methods and resources, including the rare confidential testimonies of key political actors, Ruparelia demonstrates how the politics of each governing coalition, despite their self-evident flaws and short-lived tenures, revealed the outlines of a distinctive national vision. His fresh analysis of the politics of coalition in India also yields wider theoretical insights. Most studies fail to question or explain how these multiparty governments actually functioned. Hence they overstate the stability of and polarity between multiple political motivations, Ruparelia contends, discounting internal party debates over whether to share power, with whom and to what extent, and how. In such circumstances, the strategies, tactics and choices of actors become especially significant. The pursuit of power in a highly regionalized federal parliamentary democracy such as India creates incentives to forge national coalition governments, yet paradoxically decreases their chances of surviving. Ultimately, the failure of socialists and communists to judge their real historical possibilities at key junctures led to the decline of the broader Indian left.

Paul R. Brass, one of the world’s preeminent experts on South Asia, has tracked more than half a century’s riots in the north Indian city of Aligarh. This book is the culmination of a lifetime’s thinking about the dynamics of institutionalized intergroup violence in northern India, covering the last three decades of British rule as well as the entire post-Independence history of Aligarh. Book excerpt: Dalit assertion has been a central feature of the states in the Hindi heartland since the mid-1980s, leading to the rise of political consciousness and identity-based lower-caste parties. The present study focuses on the different political response of the Congress party to identity assertion in Madhya Pradesh under the leadership of Digvijay Singh. In Uttar Pradesh and Bihar, in response to the strong wave of Dalit assertion that swept the region, parties such as the Bahujan Samaj Party (BSP) and the Rashtriya Janata Dal (RJD) used strategies of political mobilisation to consolidate Dalit/backward votes and capture state power. In Madhya Pradesh, in contrast, the Congress party and Digvijay Singh at the historic Bhopal Conference held in January 2002 adopted a new model of development that attempted to mobilise Dalits and tribals and raise their standard of living by providing them economic empowerment. This new Dalit Agenda constitutes an alternative strategy at gaining Dalit/tribal support through of state-sponsored economic upliftment as opposed to the political mobilisation strategy employed by the BSP in Uttar Pradesh. The present study puts to test the limits of the model of state-led development, of the use of political power by an enlightened political elite to introduce change from above to address the weaker sections of society. The working of the state is thus analysed in the context of the society in which it is embedded and the former’s ability to insulate itself from powerful vested interests. In interrogating this state-led redistributive paradigm, the study has generated empirical data based on extensive fieldwork and brought to the fore both the potentials and the limitations of using the model of ‘development from above’ in a democracy. It suggests that the absence of an upsurge from below limits the ability of an enlightened political elite that mans the developmental state to introduce social change and help the weaker sections of society.

Dalits' ethnic parties have performed poorly in elections in states where movements demanding social equality have been strong while they have succeeded in states where such movements have been entirely absent or weak. In Mobilizing the Marginalized, Amit Ahuja demonstrates that the collective action of marginalized groups--those that are historically stigmatized and disproportionately poor — is distinct. Drawing on extensive original research conducted across four of India's largest states, he shows, for the marginalized, social mobilization undermines the bloc voting their ethnic parties' rely on for electoral triumph and increases multi-ethnic political parties' competition for marginalized votes. He presents evidence showing that a marginalized group gains more from participating in a social movement and dividing support among parties than from voting as a bloc for an ethnic party.
