Available in PDF, EPUB and Kindle. Book excerpt: Conditional Cash Transfer (CCT) programs aim to reduce poverty by making welfare programs conditional upon the receivers' actions. That is, the government only transfers the money to persons who meet certain criteria. These criteria may include enrolling children into public schools, getting regular check-ups at the doctor's office, receiving vaccinations, or the like. They have been hailed as a way of reducing inequality and helping households break out of a vicious cycle whereby poverty is transmitted from one generation to another. Do these and other claims make sense? Are they supported by the available empirical evidence? This volume seeks to answer these and other related questions. Specifically, it lays out a conceptual framework for thinking about the economic rationale for CCTs; it reviews the very rich evidence that has accumulated on CCTs; it discusses how the conceptual framework and the evidence on impacts should inform the design of CCT programs in practice; and it discusses how CCTs fit in the context of broader social policies. The authors show that there is considerable evidence that CCTs have improved the lives of poor people and argue that conditional cash transfers have been an effective way of redistributing income to the poor. They also recognize that even the best-designed and managed CCT cannot fulfill all of the needs of a comprehensive social protection system. They therefore need to be complemented with other interventions, such as workfare or employment programs, and social pensions.

Book excerpt: This paper investigates whether an increase in exogenous income through the Child Grants model of the Social Cash Transfer programme in Zambia fosters economic inclusion among rural women. We conceptualize economic inclusion as a transformative process comprised of four pillars: productive capacity, financial inclusion, social power, and psychological assets. Using experimental data, we find strong evidence of direct impacts of the Child Grant on the productive capacity, financial inclusion, and psychological assets of rural women. In addition to these direct impacts, we implement a mediation analysis to explore the potential mediating role of psychological assets in affecting the other pillars of economic inclusion. Through this approach, we find indicative evidence of indirect and mutually reinforcing relationships between changes in psychological assets brought about through the Child Grant and improvements in the productive capacity and financial inclusion of beneficiaries. Such results suggest that cash transfers might be effective in promoting women’s economic inclusion, both through the direct monetary effect and through the mediated effect of psychological assets.

This thesis explores the relationship between Brazil's 'Bolsa Família' (BF), the world's largest Conditional Cash Transfer (CCT) program, and patterns of everyday clientelism and citizenship among its recipients. Is this money from the government just a new kind of handout aimed at buying votes - as some have alleged - or is it a hand-up that can enhance political agency, and pave the way for a more inclusive society? The thesis advances three claims on the basis of 39 interviews conducted with program beneficiaries and other key informants in Recife, Pernambuco. First, CCTs in general are not 'clientelistic', i.e., a form of buying votes and of undermining political accountability and competition; when run on the basis of public and effective criteria, like the BF, they constitute fair and 'programmatic' policies. Second, the BF actually undermines existing forms of clientelism and enhances the quality of democratic representation, by making its recipients less financially dependent upon traditional patrons in Northeast Brazil. Finally, by guaranteeing a steady (if small) income and by incentivising recipients to use public services, CCTs like the BF enhance rather than undermine historical struggles for inclusive citizenship - although their effect is modest, and they exhibit certain limitations. The thesis thus concludes that cash transfers deserve a future as a social protection instrument, and recommends a set of reforms to address some of their most pressing current shortcomings." --
