Book excerpt: World Education/Consortium (WE/C) initiated a Monitoring and Evaluation (M&E) system in response to the WE/C0́9s involvement in the Support for Health, Institutional Capacity Building, Education, and Leadership in Policy Dialogue (SHIELD) project and the growing interest of the Deputy Director of WE/C to create improved internal mechanisms for organizational management. The SHIELD project is a joint effort of the International Rescue Committee (IRC), World Education/Consortium, and Programs for Appropriate Technology in Health (PATH). Within the partnership, IRC is the Primary Contract with the United States Aid for International Development (USAID), the funder of the project; WE/C and PATH are Sub Contractors. As will be described at length throughout this case study, the SHIELD project aims to increase the access of quality health and educational services to Burmese refugees, migrants and IDPs along the Thailand-Burma border over the course of five years. For WE/C, activities within the SHIELD project focus on working with existing organizations and institutions along the border to ensure that migrant and refugee children and adults have access to quality educational services in migrant schools, camp schools, Royal Thai Government schools, or Non Formal Education (NFE) centers. Activities focus on teacher training, emergency funding, curriculum development, and advocacy. In order to ensure that these activities are carried out effectively, WE/C has instituted a results based management (RBM) structure that incorporates the monitoring and evaluation needs of IRC and USAID, as well as an internal monitoring and evaluation system that tracks information internal to WE/C. By using results based management as the overarching framework, WE/C has incorporated participatory methods into management systems and the M&E system to ensure that the staff and other stakeholders are constantly learning from their experiences, developing their own capacity throughout the process and improving the program so that it best responds to the needs of migrants, IDPs and refugees. Over the course of the past year, RBM and the development of the M&E system have helped WE/C to better achieve its vision and reach a greater number of beneficiaries. It was the role of the Program Officer for Documentation, my position at WE/C during my practicum, to ensure that M&E was effectively designed, implemented and managed. This case study will focuses on the design and implementation process of the M&E system at WE/C over the course of the past year. The systems can be separated into its internal functions, which produces data and results that informs immediate needs for changes in WE/C0́9s activities, and the external aspect of the M&E system that provides IRC, and in turn USAID, with the necessary information to prove progress towards stated results. The reason for designing these two levels was first to meet the needs of USAID and IRC and second to begin creating a system within WE/C that was accessible and would provide information that could inform growth and change within the organization.

Regardless of geography or goal, development programs and policies are fueled by a complex network of implicit ideas. A major barrier to viable program evaluations is that development programs are based on assumptions that often are not well articulated. In designing programs, stakeholders often lack clear outlines for how implemented interventions will bring desired changes.
