What if the era is told from the perspective of the many who preferred reform to revolution? Scholars have routinely neglected, dismissed, or caricatured moderate politicians. In this book, Allen Wells argues that until the Cuban Revolution, the struggle was not between capitalism and communism--that was Washington's abiding preoccupation--but between democracy and dictatorship. Beginning in the 1920s, the fight against authoritarianism was contested on multiple fronts--political, ideological, and cultural--taking on the dimensions of a political crusade. Convinced that despots represented an existential threat, reformers declared that no civilian government was safe until the cancer of dictatorship was excised from the hemisphere. Dictators retaliated, often with deadly results, exporting strategies that had been honed at home to guarantee their political survival. Grafted onto this war without borders was a belated Cold War, with all its political convulsions, the aftershocks of which are still felt today.

Book excerpt: Since its founding in 1930 the Peruvian Aprista party (APRA) has occupied a place of signal importance in the Peruvian political spectrum, and it is one of the most important political parties to appear in twentieth-century Latin America. Modernization, Dislocation, and Aprismo is the first major analysis of the social and political bases of the Aprista movement. Previous studies of APRA had been chiefly descriptive in nature and did not utilize modern social science approaches in analyzing the movement. Peter F. Klarén’s major thesis is that APRA emerged in the 1930s as a direct political response to the far-reaching dislocative impact of modernization within the Peruvian sugar industry, a process that unfolded over a period of about four decades beginning in the 1890s and that substantially upset and transformed the traditional structure of society along the north coast. Jolted by the effects of modernization, elements of the old middle and lower sectors grew increasingly hostile to the existing order. Joined by the new proletariat that was beginning to voice its collective grievances by means of the unionization process, this large, alienated segment of northern society responded overwhelmingly in 1931 to the reformist appeal of the new Aprista party. APRA, many of whose leaders were products of this environment, best expressed politically the general mood of alienation and rebellion of the area’s discontented. The eruption of the bloody and abortive Trujillo Revolution of 1932 is considered as the culmination of this process of social and economic dislocation. In addition to presenting a major new interpretation of the origins of the Aprista movement, this study places the Aprista party in the larger Latin American context by comparing APRA with other political movements in Mexico, Brazil, Argentina, and Cuba that were responding to similar modernization phenomena. This study is based not only on a large body of official party literature and local newspapers for the period, but also on the newly discovered records of the Archivo de la Cámara de Comercio, Agricultura e Industria of the Department of La Libertad for the years 1904–1932.

Inigo Garcia-Bryce's biography of Haya chronicles his dramatic political odyssey as founder of the highly influential American Popular Revolutionary Alliance (APRA), as a political theorist whose philosophy shifted gradually from Marxism to democracy, and as a seasoned opposition figure repeatedly jailed and exiled by his own government. Garcia-Bryce spotlights Haya's devotion to forging populism as a political style applicable on both the left and the right, and to his vision of a pan-Latin American political movement. A great orator who addressed gatherings of thousands of Peruvians, Haya fired up the Aprismo movement, seeking to develop "Indo-America" by promoting the rights of Indigenous peoples as well as laborers and women. Steering his party toward the center of the political spectrum through most of the Cold War, Haya was elected president in 1962—but he was blocked from assuming office by the military, which played on his rumored homosexuality. Even so, Haya's insistence that political parties must cultivate Indigenous roots and oppose violence as a means of achieving political power has left a powerful legacy across Latin America.

Book excerpt: The Puerto Rican Nationalist Party (PNPR) understood that to successfully establish an independent nation it needed to generate solidarity across the Americas with its struggle against US colonial rule. It invested significant energy, personnel, and resources in attending regional conferences, distributing its literature throughout the hemisphere, creating solidarity committees, presenting its case to elected officials and the general public, and promoting the causes of oppressed peoples. The hemispheric outpourings of solidarity with Puerto Rican independence have been obscured by larger, later liberation movements as well as the anticolonial party's ultimate failure to achieve independence. However, as this book shows, they were nonetheless central to anti-imperialists, nationalists, and revolutionaries from New York City to Buenos Aires. Margaret M. Power's new history of the PNPR focuses on how it built a broad movement with active networks in virtually all of Latin America, much of the Caribbean, and New York City. This hemispheric view introduces a sprawling transnational network, nurtured by the PNPR from its founding in 1922 through its military actions of the 1950s and beyond that included individuals, parties, organizations, and governments throughout the Americas, and it resituates the Puerto Rican nationalist movement as a transnational revolutionary influence and force.

These works all highlight the multiple nature of memories and histories and demonstrate the complex ways in which the past impacts on the present.
