Book excerpt: Deeper economic integration within the Caribbean has been a regional policy priority since the establishment of the Caribbean Community (CARICOM) and the decision to create the Caribbean Single Market and Economy (CSME). Implementation of integration initiatives has, however, been slow, despite the stated commitment of political leaders. The “implementation deficit” has led to skepticism about completing the CSME and controversy regarding its benefits. This paper analyzes how Caribbean integration has evolved, discusses the obstacles to progress, and explores the potential benefits from greater integration. It argues that further economic integration through liberalization of trade and labor mobility can generate significant macroeconomic benefits, but slow progress in completing the institutional arrangements has hindered implementation of the essential components of the CSME and progress in economic integration. Advancing institutional integration through harmonization and rationalization of key institutions and processes can reduce the fixed costs of institutions, providing the needed scale and boost to regional integration. Greater cooperation in several functional policy areas where the region is facing common challenges can also provide low-hanging fruit, creating momentum toward full integration as the Community continues to address the obstacles to full economic integration.

Book excerpt: In 1987 St. Vincent's Prime Minister James Mitchell called on his fellow Prime Ministers in the Eastern Caribbean to merge their separate countries into a single state. He argued that individually they had exhausted the possibilities of separate independence and they could only pursue regional and international development and indeed economic survival by pooling their scarce resources to combat common problems. By the end of the year all the Leeward Islands rejected the initiative although it remained very much alive among the governments of the Windward chain, Grenada, St. Vincent and the Grenadines, St. Lucia and the Commonwealth of Dominica. During the next eight years, efforts of the Windward Islands to merge were debated but the initiative for unification ultimately died. Through extensive interviews and analyses of primary documents, Lewis paints a compelling picture of island and regional jealousies and conflicting economic priorities, which prevented the Windward and Leeward Islands from cooperating and which ultimately destroyed the movement for political unification in the Windwards. Book excerpt: Economic and political integration have been a perennial and neuralgic issue in the Caribbean agenda. This paper draws on the literature on trade, growth and regional agreements to discuss the motivation behind the Caribbean drive for integration, the results obtained so far and what is in stock for the future. It argues, with the help of descriptive statistics, an empirical growth model and a gravity model, that the traditional, trade related gains from regional integration have been and are bound to be limited because of (i) the countries' high openness; (ii) the limited size of the common, enlarged market; and (iii) the countries' relatively similar factor endowments. It also argues, though, that gains in the area of non-tradables, due to economies of scale which cannot be mitigated by trade and openness, can be substantial.

There is now a broad consensus among LAC countries that regional integration can help them adjust to the new world order, but there is much less agreement on how to achieve it and what reforms are needed to bring it about.
