The approach involves individual, institutional and organizational structures, at the micro, mezzo- and macro-levels, in their interrelations, with proper contexts for understandings, interpretations and actions by stakeholders. The papers presented suggest ways of changes, involving even participant actors as changing agents, taking into account evolving behaviors and human relations, policies and inter-institutional frameworks, from many points of view. In the first part, various aspects, notably economic and emotional, of innovative and integrated approaches to long-term care are dealt with. Different aspects are considered exemplified by legal, educational, economic, environmental, cultural and those related to the perception of aging, labor market for the elderly, perceived quality of life, etc. The planning and management of social services are discussed in terms of a functional, and effective and efficient system, with the identification and analysis of actors and processes, and transformation policies. This is done at the local, regional and global levels.

Book excerpt: Romania has an apparatus created for the purpose of dealing with emergency situations. In general, the norms, methodologies and action plans governing its functioning rarely make any reference to people with disabilities; when such reference exists, it refers only to some of the stages of disaster management, most often the final stages of recovery or in the post-event stage. Moreover, they only address people with physical disabilities. Thus, most specifications of the intervention guidelines refer in particular to ensuring mobility and guidance for people using a wheelchair, specifying, for example, the need to place signs at appropriate heights or ensuring access roads. The specific needs of people with other types of disabilities are not addressed. In the context of the COVID-19 pandemic, several measures were adopted in relation to people with disabilities, as described in more details in the report; these measures targeted mainly people with disabilities in state care, doing little for those supposed to be leading an independent life in the community.

The book begins with a stand-alone chapter to introduce readers to twentieth-century Communist Romania and contextualize the Ceauşescu regime’s response. It provides insights into how Radio Free Europe filled the information vacuum, how the political police, the Securitate, worked as first responders, and how scientific experts debated the best course of action. It examines how the regime requested specific foreign assistance and activated its Securitate abroad to encourage such, prioritized restoration of the economy, and "encouraged" domestic cash and labor contributions in the name of recovery. The book examines how the disaster response abruptly ended, leaving thousands of structurally unsafe buildings. Other industrial nations have experienced similar periods of economic and social upheaval and also relied on residential institutions to care for vulnerable and marginalized groups. However, most of these nations have switched from residential care to community-based social services. The question for the countries of Central and Eastern Europe and the former Soviet Union is how they can make the same transition. 'Moving from Residential Institutions to Community-Based Social Services in Central and Eastern Europe and the Former Soviet Union' examines the use of residential institutions for vulnerable groups, past and present, and proposes strategies for the future. The study focuses on five countries, Albania, Armenia, Latvia, Lithuania, and Romania, where the World Bank is helping develop community-based social services to reduce the reliance on residential institutions.
