Book excerpt: This paper assesses the practical contribution of the Gold Standard (GS) and Climate Community and Biodiversity (CCB) Standards to local development through the identification of high quality carbon offset projects and ensuring high standards of consultation with local communities during project development and implementation. It is based on desk research, involving analysis of the GS and CCB Standards' project databases, project design documents, and secondary literature. In addition, over 20 representatives of the two standards systems, project developers, NGO representatives, and researchers were interviewed. The paper concludes that both standard systems successfully reward high quality projects which have a demonstrated commitment to local consultations and sustainable development benefits. Moreover, they serve to give well-meaning project developers frameworks with which to ensure that a wide range of criteria are considered in planning and implementing projects. As voluntary standards, it is unrealistic to expect either the GS or CCB Standards to improve poor-quality or unsustainable projects. The paper also shows an inverse relationship between mitigation and significant co-benefits, imposing a limit on the extent to which both can be achieved simultaneously, This is unsurprising given that carbon markets are primarily tools for greenhouse gas mitigation rather than for development or extending energy access.

The paper also identifies several key gaps in the current literature and discusses some considerations on how policy designs could take into account the attributes of the channels in mitigating the impacts of carbon pricing reforms on households.

Within developing Asia, the key to averting such a crisis lies in low carbon transport. China, India and Asia's other emerging economies could promote fuel efficient vehicles, public transport, and sustainable urban planning. Or they could become locked into inefficient vehicles, energy intensive infrastructure, and suburban sprawl. The path they choose will have long-term implications for the entire world. And it will depend upon the extent to which they adopt a co-benefit approach. A co-benefit approach involves recognizing that some transport policies mitigate greenhouse gases while simultaneously improving urban air quality, commuting times and energy security. Accounting for these additional benefits can overcome a reluctance to bear the costs of climate actions. But it also presents unique technical, financial, and institutional challenges to decision-makers unaccustomed to optimizing multiple benefits. The book represents a pioneering effort to identify and remove barriers to a co-benefit approach in developing Asia's transport sector. The introductory section makes the case for co-benefits in developing Asia's transport sector. The second section features analytical frameworks to identify strategies with potential co-benefits, offering new findings on black carbon and dieselization. The third section grounds the analytic work in case studies on fuel switching in Pakistan, urban planning in Bandung, Indonesia, congestion charges in Beijing, vehicle restraints in Hanoi and bus rapid transit in Jakarta. The literature provides a menu of policy tools for mitigation. A key conclusion is that fiscal tools are first in line and central, but can and may need to be complemented by financial and monetary policy instruments. Some tools and policies raise unanswered questions about policy tool assignment and mandates, which we describe. The literature is scarce, however, on the most effective policy mix and the role of mitigation tools and goals in the overall policy framework.

This must be done by 2100 if we are to keep climate change anywhere near the 2oC warming that world leaders have set as the maximum acceptable limit. Decarbonizing Development: Three Steps to a Zero-Carbon Future looks at what it would take to decarbonize the world economy by 2100 in a way that is compatible with countries' broader development goals. Here is what needs to be done: -Act early with an eye on the end-goal. To best achieve a given reduction in emissions in 2030 depends on whether this is the final target or a step towards zero net emissions. -Go beyond prices with a policy package that triggers changes in investment patterns, technologies and behaviors. Carbon pricing is necessary for an efficient transition toward decarbonization. It is an efficient way to raise revenue, which can be used to support poverty reduction or reduce other taxes. Policymakers need to adopt measures that trigger the required changes in investment patterns, behaviors, and technologies - and if carbon pricing is temporarily impossible, use these measures as a substitute. -Mind the political economy and smooth the transition for those who stand to be most affected. Reforms live or die based on the political economy. A climate policy package must be attractive to a majority of voters and avoid impacts that appear unfair or are concentrated on a region, sector or community. Reforms have to smooth the transition for those who stand to be affected, by protecting vulnerable people but also sometimes compensating powerful lobbies.

The commonalities, key messages, and research gaps across the 11 articles are presented in a synthesis article. All the case studies pointed to the need for an integrated and in-depth understanding of the multiple drivers of landscape and livelihood change and how these interact with local histories, knowledge systems, cultures, complexities, and lived realities. Moreover, where there are interventions (such as new governance systems, REDD+ or climate smart agriculture), it is critical to interrogate what is required to ensure a fair and equitable distribution of emerging benefits.

This study assesses how the Philippines can take a low-carbon pathway by drawing on detailed modeling of the power, residential, and transport sectors. It identifies low-carbon development options that can be deployed at approximately zero net cost to reduce energy sector greenhouse gas emissions by 70% by 2050. With energy use levels still low, the country has an opportunity to follow a low-carbon development trajectory—if action is taken soon.

Ministries responsible for climate action require a specifically tagged budget to enable interventions to be gender-responsive. The gender-specific indicators provided in this study can support ministries responsible for delivering climate action to include gender within the Indonesian KRISNA (‘Collaborative Planning and Budget Performance Information’) budget system. On-the-ground interventions need to acknowledge the necessity of integrating women and the poor as vital allies in achieving climate change adaptation and mitigation objectives – from the design phase through all stages of implementation – and translate this into pro-poor and gender-responsive strategic planning and operational guidance. Building the institutional capacities of stakeholders is required at all levels so that plans and actions can be synergized, and different finance sources can be combined to ensure positive gender and pro poor outcomes and the long-term sustainability of finance mechanisms. Gender-responsive budgeting needs to include gender variables in monitoring at all levels: this includes indicators for immediate and intermediate results that act as stepping stones in changing longer-term gender relations, therefore contributing to gender transformational change. Indicators need to go beyond the usual economic assessments, to look at the social factors related to decisionmaking processes, agenda setting, the representation of women in institutions, their access to assets and markets, and capacity building.
