Book Federal Royal Commissions in Canada 1867 1966

Download or read book Federal Royal Commissions in Canada 1867 1966 written by George F. Henderson and published by University of Toronto Press. This book was released on 1967-12-15 with total page 375 pages. Available in PDF, EPUB and Kindle. Book excerpt: The subjects inquired into by Canadian federal royal commissions have ranged over such a wide field that the reports and special studies prepared by the 400 commissions since Confederation have become an essential part of any research in Canadian studies. In many cases the special studies which are always prepared by the best experts available stand as the most important works ever to appear on a given subject. For example, the studies used by the Royal Commission on Dominion-Provincial Relations (1937-1940) are still used as required reading in both graduate and undergraduate university courses almost thirty years later. In the author's work as Government Documents Librarian, he witnesses the daily use of royal commission material. The importance attached to royal commission documents and the considerable difficulty in locating many of the earlier reports let Henderson to undertake the compilation of this checklist four years ago.

Book Commissions of Inquiry and National Security

Download or read book Commissions of Inquiry and National Security written by Stuart Farson and published by Bloomsbury Publishing USA. This book was released on 2010-12-16 with total page 362 pages. Available in PDF, EPUB and Kindle. Book excerpt: This text presents a comparative, international study of commissions of inquiry that have been convened in response to extraordinary failures and scandals. In recent years, commissions of inquiry have been common to the politics of the United States, Britain, Canada, and Australia. Recent years have seen a much wider range of states establish commissions of inquiry into intelligence and security issues, and they have also played important roles in transitions in Latin America and Eastern Europe. Commissions of inquiry are no longer even the exclusive preserve of states, as transnational institutions such as the United Nations and European Union have begun to convoke them. This groundbreaking book comprehensively examines commissions of inquiry around the world, which have become important and increasingly invoked tools to discover truth, curb abuses, and reconcile national security imperatives with the constraints of law and human rights. It offers timely insights for national security analysts, government officials, diplomats, lawyers, scholars, human rights monitors, students, and citizens.

Book Canada s Department of External Affairs Volume 2

Download or read book Canada s Department of External Affairs Volume 2 written by John Hilliker and published by McGill-Queen's Press - MQUP. This book was released on 1995-04-04 with total page 529 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 1946, with its own minister for the first time, the Department of External Affairs embarked on a period of impressive growth and assumed responsibility for a broader range of foreign policy issues than ever before. Under the expert guidance of Lester Pearson, for a decade the department enjoyed popular and parliamentary consensus about international interests. The election of the Diefenbaker government in 1957 deprived the department of Pearson's experienced ministerial direction and exposed it to new priorities and new ways of doing things. At this time foreign policy consensus began to erode. As well, there was pressure to respond to the administrative revolution inaugurated by the Royal Commission on Government Organization (the Glassco Commission) appointed in 1960. After Pearson returned to office as prime minister in 1963, questioning by the public, and also by the governing party and the cabinet, became more fervent. Coming of Age concludes in 1968 as indications of a challenge to the principles underlying Canadian foreign policy emerged from a new generation of ministers, a challenge that would produce major changes after Pierre Trudeau became prime minister.

Book The Judicial Committee and the British North America Act

Download or read book The Judicial Committee and the British North America Act written by G.P. Browne and published by University of Toronto Press. This book was released on 1967-12-15 with total page 419 pages. Available in PDF, EPUB and Kindle. Book excerpt: This comprehensive study is concerned primarily with the fundamental problem of the role of the judiciary in the federal system of Canadian government. The author criticizes previous accounts of the Judicial Committee’s interpretative scheme for the British North American Act because of their neglect of underlying jurisprudential assumptions and their readiness to accept the textual criticisms levelled in the O’Connor Report of 1939; they fail to note the relationship between the jurisprudential and the textual aspects. Professor Browne is convinced that O’Connor’s criticism is as ill founded as the alternative interpretive scheme he proposed, and that the “three-compartment” view represents the most convincing construction of sections 91 and 92 of the Act. He considers debatable the “organic statute” argument widely accepted in the United States and becoming more and more popular in Canada; and supports the premium which English courts have traditionally placed on certainty and stability in the law. Professor Browne concludes that the almost universal criticism in Canada of the Judicial Committee’s construction of the BNA Act is basically misconceived: Canadian jurists should think carefully before following trends set by American courts, for American purposes, in the context of American law, particularly when the repercussions of those trends are not as yet fully appreciated. This discussion will be of special interest for legal, political, and historical studies in this country, the United States, and other Commonwealth countries, especially those which have federal systems and consequently share the same basic problems of the judiciary in such a system.
