National Dreams is an incisive study of the most persistent icons and stories in Canadian history, and how they inform our sense of national identity: the fundamental beliefs that we Canadians hold about ourselves. National Dreams is the story of our stories; the myths and truths of our collective past that we first learned in school, and which we carry throughout our adult lives as tangible evidence of what separates us from other nationalities. Francis examines various aspects of this national mythology, in which history is as much storytelling as fact. Textbooks were an important resource for Francis. "For me, these books are interesting not because they explain what actually happened to us, but because they explain what we think happened to us." For example, Francis documents how the legend of the CPR as a country-sustaining, national affirming monolity was created by the company itself--a group of capitalists celebrating the privately-owned railway, albeit one which was generously supported with public land and cash--and reiterated by most historians ever since. Similarly, we learn how the Mounties were transformed from historical police force to mythic heroes by a vast army of autobiographers, historians, novelists, and Hollywood filmmakers, with little attention paid to the true role of the force in such incidents as the Bolshevik rebellion, in which a secret conspiracy by the Government against its people was conducted through the RNWMP. Also revealed in National Dreams are the stories surrounding the formation and celebration of Canadian heroes such as Louis Riel and Billy Bishop.

Book excerpt: Switzerland has long been an enigma in this age of cultural nationalism: Its people speak four different languages and practice two major religions yet have managed to live in relative harmony. At a time when the internal solidity of many countries is being shattered by discordant ethnic groups, the situation in Switzerland lends credibility to the refreshing perspective that peaceful co-existence of heterogeneous people is indeed possible. Schmid analyzes the development of Switzerland's harmonious ethnic diversity, arguing that this country has been able to establish a common "civic culture" that transcends cultural and ethnic boundaries and provides the foundation for the toleration among the various linguistic and religions groups that is generally evident today. Regional autonomy, linguistic equality, a coalition of the political leaders of all the major communities, and proportionality for parliamentary election and allocation of civil service appointment has helped the diverse groups achieve a stable an relatively amicable confederation of cantons. Though surrounded by countries that define nationalism linguistically, Switzerland defies this norm and is instead united by a self-conscious politcal definition of nationhood. Schmid also examines the delicate problems this vital country now faces: How will it deal with the political status of the Jura--a region repeatedly threatened by intense linguistic and religious conflict, and what will be the fate of that voiceless, non-national, political minority--the foreign workers who threaten to disrupt Switzerland's complex balance of ethnic forces? Book excerpt: A pathbreaking study of political culture in the United States, Britain, and Canada, Partial Visions demonstrates how popular culture--expressed through television soap operas and comedies, civics and history textbooks, magazine advertisements, and corporate publications and recruitment leaflets--subtly deflects and suppresses democratic political action. Richard Merelman argues that political messages embedded in popular culture weaken the division between public and private and between society and the individual. These "partial visions" of democracy are idealized yet inequitable, revelatory yet distorted. As a result, issues that might galvanize useful group conflict do not emerge, and the full potential for public participation in a liberal democracy remains unrealized. Britain, Canada, and the United States share a liberal political culture but differ in their historical evolution and in the structure of their institutions. Each country, Merelman suggests, has developed a distinctive popular culture that shapes public opinion and stifles political debate in nationally specific ways. Different rhetorical devices and metaphors operate in each nation, he points out; in Britain, for example, the monarchy and party system serve as symbols of political reconciliation between the individual and the collectivity. Characterizing the United States as a culture of "institutionalized individualism" and Canada as a culture of emotionally tepid group conflict, Merelman finds Britain's culture of group-based political debate the most successful in encouraging democratic participation. Drawing on symbolic anthropology, poststructuralist literary theory, and positivistic analyses of attitudes and media influence, Merelman conducts a controlled comparison of media representations, political discourse, and public opinion, using rich, complex sets of quantitative and qualitative data . He concludes that culture is not reducible to institutional interests but is intelligible as a whole structure; furthermore, culture can and sometimes does change the contours of political conflict.

Lange contradicts the widely held belief that education promotes peace and tolerance. Rather, Lange finds that education commonly contributes to aggression, especially in environments with ethnic divisions, limited resources and ineffective political institutions. He describes four ways in which organized learning spurs ethnic conflicts. Socialization in school shapes students' identities and the norms governing intercommunal relations. Education can also increase students' frustration and aggression when their expectations are not met. Sometimes, the competitive atmosphere gives students an incentive to participate in violence. Finally, education provides students with superior abilities to mobilize violent ethnic movements. Lange employs a cross-national statistical analysis with case studies of Sri Lanka, Cyprus, the Palestinian territories, India, sub-Saharan Africa, Canada and Germany.
