References to the land of the "black Jacobins" are almost always followed by the phrase "the poorest country in the Western Hemisphere". More than 220,000 people lost their lives and much of its vibrant capital, Port-au-Prince, was reduced to rubble. Since 2004, the United Nations has been in Haiti through MINUSTAH, in an ambitious attempt to help Haiti raise itself by its bootstraps. This effort has now acquired additional urgency. Is Haiti a failed state? Does it deserve a Marshall-plan-like program? What will it take to address the Haitian predicament? First, it undertakes a collective rethinking of the foundations of Canadian aid, including both its normative underpinnings – an altruistic desire to reduce poverty and inequality and achieve greater social justice, a means to achieve commercial or strategic self-interest, or a projection of Canadian values and prestige onto the world stage – and aid’s past record. Second, it analyzes how the Canadian government government is itself rethinking Canadian aid, including greater focus on the Americas and specific themes (such as mothers, children and youth, and fragile states) and countries, increased involvement of the private sector (particularly Canadian mining companies), and greater emphasis on self-interest. Third, it rethinks where Canadian aid is or should be heading, including recommendations for improved development assistance. Fourth, it highlights how serious rethinking is required on aid itself: the concept, its relation to non-aid policies that affect development in the Global South, and the rise of new providers of development assistance, especially “emerging economies”. Each of these novel challenges holds important implications for Canada, for its development policies and for its declining influence in the morphing global aid regime.

While these initial efforts had been only partially successful by the 1960s, they laid the foundation for the radical change in Canadian human rights achieved by Pierre Elliott Trudeau in the 1980s. In Toward the Charter Christopher MacLennan explores the origins of this dramatic revolution in Canadian human rights, from its beginnings in the Great Depression to the critical developments of the 1960s. Drawing heavily on the experiences of a diverse range of human rights advocates, the author provides a detailed account of the various efforts to resist the abuse of civil liberties at the hands of the federal government and provincial legislatures and the resulting campaign for a national bill of rights. The important roles played by parliamentarians such as John Diefenbaker and academics such as F.R. For the first time under a United Nations mandate, several Latin American countries stepped up to lead the mission. Chile provided political leadership in the form of the special representative of the secretary general, while Brazil agreed to send the force commander as well as troops. Several other Latin American states also deployed military personnel. As a result of this historically unique circumstance, CHDS led a research project that looked at capacity building in the hemisphere for those countries that took part in the peacekeeping operation in Haiti: Argentina, Bolivia, Brazil, Canada, Chile, Guatemala, Paraguay, Peru, the United States, and Uruguay. The project identified strategic-level lessons learned in capacity building for peacekeeping and tapped experts from all ten to contribute to Capacity Building for Peacekeeping. In addition, this study identifies which lessons are applicable to the critical task of peacekeeping operations in general.

It is arguable that never in these years have Canadians faced such serious economic upheaval and political dysfunction as the current climate. The dramatic and seemingly sudden changes in the economy occurred simultaneously with a political drama - one that was largely disassociated from the real and pressing economic challenge. Early Harper budgets delivered lower taxes for all Canadians partly through highly targeted but politically noticeable small tax breaks on textbooks for students, tools for apprentices in skilled trades, and public transit costs. The needs of the beleaguered average Canadian and the "swing voter in the swing constituencies" of an already strategized "next" election were a key part of Conservative agenda-setting. In the 2007 budget alone there were twenty-nine separate tax reductions and federal spending was projected to increase by $10 billion, including a 5.7 percent increase in program spending. A small surplus of $3.3 billion was planned, almost all of which would go to debt reduction. As Harper savoured his 14 October 2008 re-election with a strengthened minority government, although without his desired majority, he and his minister of Finance already knew that his surpluses were likely gone in the face of the crashing financial sector and a looming recession.
