This book is unique in that it will bring together analyses of these different factors that impact on food security. This volume will describe a range of different perspectives on food security, with an emphasis on the various meanings that are applied to food security “crisis”. The challenges to be reviewed include market volatility, climate change and state fragility. Analyses of responses to food security crises and risk will cover rural and urban contexts, arenas of national policy formation and global food regimes, and investment in land and productive technologies. This book is unique in two respects. First, it takes a step back from the normative literature focused on specific factors of, for example, climate change, agricultural production or market volatility to look instead at the dynamic interplay between these new challenges. It helps readers to understand that food security is not one discourse, but is rather related to how these different factors generate multiple risks and opportunities. Second, through the case studies the book particularly emphasises how these factors come together at local levels as farmers, entrepreneurs, consumers, local government officials and others are making key decisions about what will be done to address food security and whose food security will be given priority. First, it undertakes a collective rethinking of the foundations of Canadian aid, including both its normative underpinnings – an altruistic desire to reduce poverty and inequality and achieve greater social justice, a means to achieve commercial or strategic self-interest, or a projection of Canadian values and prestige onto the world stage – and aid’s past record. Second, it analyzes how the Canadian government government is itself rethinking Canadian aid, including greater focus on the Americas and specific themes (such as mothers, children and youth, and fragile states) and countries, increased involvement of the private sector (particularly Canadian mining companies), and greater emphasis on self-interest. Third, it rethinks where Canadian aid is or should be heading, including recommendations for improved development assistance. Fourth, it highlights how serious rethinking is required on aid itself: the concept, its relation to non-aid policies that affect development in the Global South, and the rise of new providers of development assistance, especially “emerging economies”. Each of these novel challenges holds important implications for Canada, for its development policies and for its declining influence in the morphing global aid regime.

How do countries determine which of these policy goals to pursue? Examining the United Kingdom, Canada, and Australia reveals how each country established a unique approach to research funding. Programs and grantmaking evolved in response to various expectations across government, tempered by the need to remain credible in the scientific community. This book explores the histories of the UK Department for International Development (DFID), Canada's International Development Research Centre (IDRC), and the Australian Centre for International Agricultural Research (ACIAR). Looking back, changes in research governance encouraged a shift towards whole-of-government priorities, shorter timeframes for realizing results, and performance predicated on academic productivity and research impact. Whereas funders used to encourage 'small is beautiful' with local experiments in development, today the emphasis is on 'getting to scale' delivering innovation through self-financing models. Looking forward, research for the developing world is fading as part of development assistance, yet rising as collaboration on common global challenges. Funders are adopting new definitions of performance and actively shaping policy to connect science and international development. Leaders are brokering partnerships that connect research governance at home and abroad, bridging the incentives towards academic productivity and research impact. In short, the future of research for the developing world is moving from foreign aid to science diplomacy.
