Using eight country case studies, it explores the interplay between politicised ethno-cultural diversity and intergovernmental relations (IGR) in countries where the distinctive identity of at least one subnational unit is acknowledged in a form of territorial autonomy. The book examines whether and how the distinctive identity of particular subnational units and the attending competing constitutional visions shape the dynamics of IGR. The goal here is not simply to determine whether intergovernmental interactions in such societies are less cordial and more conflictual than in other societies. Such interaction in any society could be strained as a result of disagreement over specific policy objectives. The question is whether the distinctive identity of particular subnational units and the attending competing constitutional visions themselves have been a primary source of intergovernmental tension. The book also examines the impact of identity politics on institutions and instruments of IGR, determining whether the ethno-cultural divide and the tension it creates have the tendency to affect the type of institutions and instruments employed in IGR. It is also about the relevance and effectiveness of institutions and instruments of IGR in acknowledging and accommodating the distinctive identities and specific demands of subnational units, thereby contributing to the peaceful management of divided societies.

In such cases, a bill of rights might be a rallying point around which both minorities and the majority can articulate a common vision for a shared society. Conversely, a bill of rights might provide merely another venue in which to play out familiar conflicts, further dividing an already divided society. The central questions that animate the collection are: (1) Can constitutional rights provide a basis for unity and a common 'human rights culture' in divided societies? If so, how? (2) To what extent should divided societies opt for a universalistic package of rights protections, or should the rights be tailored to the specific circumstances of a divided society, providing for special group-sensitive protections for minorities? The study of divided societies emerged historically at a moment when there was a growing interest in the study of immigration and inter-ethnic relations in developed industrial nations. These two sets of literature―on divided societies and on immigration and inter-ethnic relations―have developed largely in isolation from each other. Both sets of literature have also tended to focus on inter-ethnic relations, and have paid much less attention to migration. This edited collection sets out to fill this gap in the literature through examining migration and ethnic division. The case studies examined include developed industrial nations (Canada and Norway), a post-colonial country (Kenya) and three cases which feature regularly in the 'divided societies' literature (Bosnia, Northern Ireland and Israel). Taken together, these case-studies suggest ways in which migration intersects with and complicates ethnic divides in 'divided societies'. This book was published as a special issue of Ethnopolitics.

Book excerpt: One Canada is a vision of creating a strong and united Canada, out of the dysfunctional federation of 10 provinces and three territories, leading to the greatest country on Earth. Canada was created to be a strong country, nurturing the regions, eventually becoming greater than its parts. As Canada grew from infancy, the provinces, the aunts and uncles of Confederation, also grew and aspired to become independent countries on their own. Since the Centennial in 1967, the young Canada grew, exerting the rights given to it by the Constitution. The aunts and uncles, having designs of nationhood, began resenting the young adult, forcing it to gradually ceding its control and now is a nearly impotent custodian of Canadian citizenship, and almost equal to the aunts and uncles in stature. The Canadian Federation has devolved into a state of feudalism, where "passing the buck" is the common denominator between the federal and provincial governments. Municipal governments blame the provincial for their ills; the provinces then blame the federal government with the buck passing in a vicious circle. Inside the vicious circle are the people of Canada bound in red tape while being taxed to death to pay for the ineffectiveness of governments. With each provincial government determined to create its own kingdom within Canada, One Canada will never be a reality, unless a new paradigm of governance is developed for all of Canada. The new paradigm is governance at the local municipal level, supervised by the national government. The Fathers of Confederation clearly defined the powers and responsibilities of the federal Parliament and the provincial legislatures. Had the clear division of powers been followed, Canada would, today, be greater than the sum of its regions. For the first 100 years of Confederation, the provincial governments, like aunts and uncles, helped nurture Canada through the adolescent years and into nationhood. Like the Jamaican Proverb, "Two bull caan reign in a the same pen"*, the 10 provincial and one federal government have been locking horns together.
