Book excerpt: Participatory Poverty Assessments (PPAs) use participatory research methods to understand poverty from the perspective of the poor by focusing on their realities, needs, and priorities. The principle of a PPA is to ensure that the intended beneficiaries have some control over the research process. Communities share their knowledge and are involved in analyzing the results. This book proposes a threefold classification of PPAs based on their varying impacts: 1) deepening our understanding of poverty; 2) influencing policy; and 3) strengthening policy implementation. There is no single model for PPAs. However, this book suggests some minimum standards and good practice for participatory policy research that aims to affect policy change. PPAs are highlighting the potentially powerful role the poor can play in analyzing poverty, developing interventions for its reduction, and assessing the impact of projects and policies. The challenge for the Bank and the rest of the development community is to effectively integrate the perspectives and values of the poor into the process of policy and project formulation and implementation.

The General Statistics Office had collected household data in the second Vietnam Living Standards Survey in 1998 and made it available for analysis in 1999. And four participatory poverty assessments (PPAs) were implemented during 1999. Turk's case study describes how government agencies, donors, and nongovernmental organizations collaborated in implementing the PPAs. The considerable amount of qualitative information about poverty produced in Vietnam over the past 8 to 10 years has rarely grabbed the attention of policymakers, who tend to view such information as "unscientific" and lacking in credibility. By contrast, the PPAs implemented in 1999 have been widely circulated, used, and quoted. What was different about those PPAs that led their findings to be brought into local and national policy debates, as previous findings had not been? Working partnerships among donors and nongovernmental organizations were important and helped build consensus on the research findings, but more crucial was the active engagement of government partners from the very early stages. Establishing a Poverty Working Group provided a structure for implementing the PPAs, for feeding analysis through to the poverty assessment, and for keeping government fully involved. The Poverty Working Group now supports the government in drafting its poverty reduction strategy. Strong World Bank leadership, financial support from the U.K. Department for International Development, the technical expertise and commitment of the PPA partner agencies, and the availability of recent high-quality household survey data played an important part in ensuring the PPAs' credibility. This paper--a product of the Hanoi Country Office, East Asia and Pacific Region--is part of a larger effort in the region to encourage greater participation by poor households in policymaking and programming for poverty reduction. The amounts lent under the Program of Targeted Interventions (PTI) has grown from 29 percent of total investment lending in fiscal year 1997 to 40 percent in fiscal 1998, reflecting increased PTI lending in education, social protection, the environment, and to countries in South Asia. The amounts lent for poverty-focused adjustment operations also increased from 52 to 64 percent of total adjustment lending, reflecting efforts to protect the poor hit by the recent crisis in East Asia.The report concludes that the East Asian crisis, as well as other events of the last decade-persistent conflict in some of the poorest African countries, the continuing pain of transition in former socialist economies, and the experience with policy implementation across the world-call for a re-examination of the Bank's poverty reduction strategy, building on the strategy presented in World Development Report 1990 but incorporating new elements as well. Regional conflicts, adverse shifts in terms of trade, and marginalization of poor countries in the new global economy explain this outcome. This highlights the need to reform development assistance and improve its effectiveness. Making Development Work examines the four key principles of the Comprehensive-Development Framework, a World Bank initiative currently being piloted in twelve developing counties. The initiative promotes a holistic long-term vision of development, domestic ownership of development programs, and focus on results; and stronger partnership between government, the private sector, and the civil society. The first section of the volume describes the evolution in development thinking that culminated in this new consensus. The second focuses on country ownership of development policies and programs. Based on empirical evidence, it proposes a new view of the aid relationship as a mutual-learning process. The third section focuses on results and on the ways aid agencies might enhance development impact of their operations. It concludes with a preliminary assessment of strategies for scaling up from specific projects to sector and programmatic approaches, and suggests ways to adapt them to counter conditions. The experience of a bilateral aid agency, U.S. Agency for International Development (USAID), is examined in this context. The fourth section focuses on partnership, emphasizing that aid agencies must be explicit about the kinds of partnerships they seek with countries and the kinds of strategic selectivity they will exercise. The final chapter pulls together the lessons of development experience at various levels of operation. It outlines key tensions between comprehensiveness and selectivity, ownership and conditionality, speed and broad-based ownership, focus on results and poor local evaluation capacity, and enhanced country focus and globalization. Promising approaches to manage these tensions are put forward to replace one-size-fits-all prescriptions with client empowerment and social learning. Making Development Work offers rich lessons on improving the effectiveness of aid. Book excerpt: The objective of this paper is to present some early experiences of poverty and social impact analysis (PSIA) from the PRGF-supported programs in the African Department. The paper illustrates that many staff country reports have taken a first step toward PSIA by making more explicit the links between poverty and policies. Various examples highlight that even though relationships can be complex and analysis, as a result, may not be definitive, it is possible to assess some of the potential poverty effects even in countries with limited data, and therefore contribute to a more informed policy debate and design. The paper concludes that PSIA can help design policies that are more pro-poor, better define appropriate compensatory and complementary measures where appropriate, and support country ownership of reforms by promoting a public debate on trade-offs between policy choices. In light of this, the paper proposes that PRGF policy advice would benefit from more systematic PSIA and that staff country reports could report more on the potential policy trade-offs and poverty outcomes based on PSIA.
