In doing so, it overviews the current state and the primary cause of Africa's troubles with poverty, noting that Africa's communities lack the management capacity to organize themselves and implement projects that could transform the nature of African welfare and economics. It discusses the challenges facing African project managers, identifying Africa's primary project management problems and issues, information obtained via an informal survey involving 20 African project managers. It also identifies those project management problems common to both African and United States-based project managers. It then outlines Africa's most pressing project management needs, such as repeatable processes, documented methodology, and individual and institutional competencies. It lists four questions to encourage future discussions on improving the state of project management in Africa.

The fragmentation in African financial markets and its persistence despite reforms to liberalize those markets have been difficult to explain. This paper reports findings from surveys of formal and informal institutions and their clients in Ghana, Malawi, Nigeria, and Tanzania to test hypotheses explaining different aspects of fragmentation, which occurs when different market segments are poorly linked and interest rate differentials cannot be fully explained by differences in costs and risks. The study concludes that financial development strategies, and World Bank operations supporting them, should explicitly include informal and semi-formal financial institutions to improve the extent and efficiency of financial intermediation in the medium term.

Chapter 1 presents an overview of concepts and methods. Chapter 2 discusses key steps and related issues to consider in implementation. Chapter 3 illustrates various analytical techniques through a case study. Chapter 4 includes a discussion of lessons learned from a rich set of 'good practice' evaluations of poverty projects which have been reviewed for this handbook.

It then proposes an agenda for action to help ID move away from the prevailing one-size-fits-all project management approach; to refocus project management for ID on managing objectives for long-term development results; to increase aid agencies' supervision efforts, notably in failing countries; and to tailor project management to African cultures. The paper aims at making ID projects more effective, and it suggests a number of ways in which project management literature could support design and implementation of ID projects. In addition, its insights could benefit project management literature, insofar as it looks at projects, project management in the specific, and emerging area of the expanding domain of project management--ID. Finally, this paper suggests an agenda for research, presenting a number of ways in which project management literature could support design and implementation of ID projects in Africa.

After many years in decline, the continent's economy picked up in the mid-1990s. Along with this macroeconomic growth, people became healthier, many more youngsters attended schools, and the rate of extreme poverty declined from 54 percent in 1990 to 41 percent in 2015. Political and social freedoms expanded, and gender equality advanced. Conflict in the region also subsided, although it still claims thousands of civilian lives in some countries and still drives pressing numbers of displaced persons. Despite Africa’s widespread economic and social welfare accomplishments, the region’s challenges remain daunting: Economic growth has slowed in recent years. Poverty rates in many countries are the highest in the world. And notably, the number of poor in Africa is rising because of population growth. From a global perspective, the biggest concentration of poverty has shifted from South Asia to Africa. Accelerating Poverty Reduction in Africa explores critical policy entry points to address the demographic, societal, and political drivers of poverty; improve income-earning opportunities both on and off the farm; and better mobilize resources for the poor. It looks beyond macroeconomic stability and growth—critical yet insufficient components of these objectives—to ask what more could be done and where policy makers should focus their attention to speed up poverty reduction. The pro-poor policy agenda advanced in this volume requires not only economic growth where the poor work and live, but also mitigation of the many risks to which African households are exposed. As such, this report takes a "jobs" lens to its task. It focuses squarely on the productivity and livelihoods of the poor and vulnerable—that is, what it will take to increase their earnings. Finally, it presents a road map for financing the poverty and development agenda.
