Book excerpt: This book provides a snapshot of representative modeling analyses of coastal hypoxia and its effects. Hypoxia refers to conditions in the water column where dissolved oxygen falls below levels that can support most metazoan marine life (i.e., 2 mg O2 l-1). The number of hypoxic zones has been increasing at an exponential rate since the 1960s; there are currently more than 600 documented hypoxic zones in the estuarine and coastal waters worldwide. Hypoxia develops as a synergistic product of many physical and biological factors that affect the balance of dissolved oxygen in seawater, including temperature, solar radiation, wind, freshwater discharge, nutrient supply, and the production and decay of organic matter. A number of modeling approaches have been increasingly used in hypoxia research, along with the more traditional observational and experimental studies. Modeling is necessary because of rapidly changing coastal circulation and stratification patterns that affect hypoxia, the large spatial extent over which hypoxia develops, and limitations on our capabilities to directly measure hypoxia over large spatial and temporal scales. This book consists of 15 chapters that are broadly organized around three main topics: (1) Modeling of the physical controls on hypoxia, (2) Modeling of biogeochemical controls and feedbacks, and, (3) Modeling of the ecological effects of hypoxia. The final chapter is a synthesis chapter that draws generalities from the earlier chapters, highlights strengths and weaknesses of the current state-of-the-art modeling, and offers recommendations on future directions.

This project added important insights into the potential of oyster aquaculture to process and remove nutrients from Bay waters. Results clarified that nutrient removal of nitrogen (N), phosphorous (P), and carbon (C) through harvest of cultivated oyster biomass can be quantified and modeled with high levels of statistical confidence. A simple, yet accurate, method is now available for estimating the amount of nutrients removed via harvesting aquacultured oysters. Based on model estimates, 106 harvest sized oysters (76 mm TL) remove 132 kg TN, 19 kg TP, and 3,823 kg TC. Previous work suggested that potentially substantial quantities of N may be removed through enhancement of the coupled nitrification-denitrification pathway in sediments as a result of oyster biodeposition. Using 15N and N2/Ar methods to measure N2 production in sediments, encompassing direct denitrification (DNF), coupled nitrification- denitrification, and anaerobic ammonium oxidation (anammox) pathways, at two oyster aquaculture sites and two reference sites (no aquaculture), we found that oyster biodeposition did not accelerate sediment N removal. We estimate sediment N removal rates via N2 production at an oyster cultivation site producing 5 x 105 oysters (1750 m2) to range from 0.49-12.60 kg N yr-1, compared to 2.27-16.72 kg N yr-1 at a reference site of the same area; making the contribution of oyster cultivation to N removal via sediment N2 production inconsequential as a policy initiative for Chesapeake Bay eutrophication mitigation. Molecular approaches and direct abundance measures have improved our understanding of the sediment microbial community response to oyster biodeposition. Overall, sediments impacted by oyster biodeposition had a significantly different denitrifying community composition than sediments a few meters away or at the non-aquaculture reference sites. Bacterial abundance in sediments was determined by site rather than by oyster biodeposition. No apparent effects of oyster biodeposition were evident in nitrifying bacterial abundance patterns at either site, indicating that oyster biodeposition does not enhance coupled nitrification-denitrification by increasing the abundance of nitrifiers in sediments.

Most of the Bay and tributary waters are considered impaired, flora and fauna populations are at all time lows, and there does not appear to be a significant solution in the near future. Over the years, there have been a number of attempts at improving water quality, most notably through wastewater treatment upgrades and changes in agricultural practices. Although these programs have been in place for years, there has been little effect, leading to the increased demand for new initiatives in this field. Additionally, all time low population levels have been recorded for Crassostrea virginica (the eastern oyster), a culturally, economically, and ecologically significant species for the Bay-region. Based on the need to increase both water quality and oyster populations, researchers have proposed a new initiative: the use of oysters' natural ability of filtration to reduce local levels of nutrients. Thus far, research related to this innovative idea has focused on filtration rates and the survivability of restored oyster populations. This thesis attempts to expand upon the current research by conducting a cost-effectiveness analysis on the costs associated with an oyster restoration project in the Great Wicomico River, Virginia as they relate to the amount of nutrients removed by the restored population. The goal of this analysis is to provide a comparison between the unit cost of removing one pound of a nutrient through oyster filtration versus that of the current or proposed alternatives. Based on the preliminary analysis and a Monte Carlo Sensitivity Analysis to account for variability, it was found that oyster restoration projects are not cost-effective solutions to reducing nutrients within Chesapeake Bay. The current alternatives can remove one pound of nitrogen at a cost of between $1.57/lb and $8.56/lb, while according to the Monte Carlo analysis, the oyster restoration project would cost roughly $77.77/lb of nitrogen removed. The results are similar in proportion with phosphorus removal. Overall, this thesis found that oyster filtration is not a cost-effective solution to removing nutrients from Chesapeake Bay, with the recommendation that current alternatives continue until a less-costly method is devised.

Clean Coastal Waters explains technical aspects of nutrient over-enrichment and proposes both immediate local action by coastal managers and a longer-term national strategy incorporating policy design, classification of affected sites, law and regulation, coordination, and communication. Highlighting the Gulf of Mexico's "Dead Zone," the Pfiesteria outbreak in a tributary of Chesapeake Bay, and other cases, the book explains how nutrients work in the environment, why nitrogen is important, how enrichment turns into over-enrichment, and why some environments are especially susceptible. Economic as well as ecological impacts are examined. In addressing abatement strategies, the committee discusses the importance of monitoring sites, developing useful models of over-enrichment, and setting water quality goals. The book also reviews voluntary programs, mandatory controls, tax incentives, and other policy options for reducing the flow of nutrients from agricultural operations and other sources.
