Book excerpt: Global warming has become one of the most popular topics on this planet in the past decades, since it is the challenge that needs the efforts from the whole mankind. Maritime transportation, which carries more than 90% of the global trade, plays a critical role in the contribution of green house gases (GHGs) emission. Unfortunately, the GHGs emitted by the global fleet still falls outside the emission reduction scheme established by the Kyoto Protocol. Alternative solutions are therefore strongly desired. Several market-based measures are proposed and submitted to IMO for discussion and evaluation. In this paper, we choose to focus on one of these measures, namely Maritime Emissions Trading Scheme (METS). An optimization model integrating the classical fleet composition and deployment problem with the application of ETS (global or regional) is proposed. This model is used as a tool to study the actual impact of METS on fleet operation and corresponding CO2 emission. The results of the computational study suggest that in the short term the implementation of METS may not guarantee further emission reduction in certain scenarios. However, in other scenarios with low bunker price, high allowance cost or global METS coverage, a more significant CO2 decrease in the short term can be expected.

Book excerpt: Although international shipping is the most energy efficient means of transportation in terms of unit CO2 emission per tone-mile cargo shipped, due to enormous cargo volume and continuous growth, it still contributes a significant part of global emissions. In order to reduce the CO2 emission from the international shipping industry, International Maritime Organization (IMO) is considering possible market-based measures (MBM). One of the most promising alternatives is the Emission trading Scheme (ETS). Our study thus proposes an economic model to theoretically analyze and benchmarks two different ETS mechanisms for international maritime transport industry, namely an open ETS scheme and a Maritime only ETS (METS) scheme. The model is also calibrated using maritime industry real operational data in year 2007. Our study quantifies the differential impacts of ETS on container shipping and dry bulk shipping sectors. It is suggested that ETS scheme, whether open or maritime only, will decrease ship’s cruising speed, throughput and fuel consumption for both container and bulk sectors. Under open ETS scheme, we find that dry-bulk sector will have higher proportional output reduction and sell more (or use less) emission permits. Under maritime only ETS, the emission permit trading price is endogenously determined, and the emission reduction objective will definitely be reached. Container carriers will buy emission permits from the dry-bulk side. The collusiveness of one sector will only affect itself in open ETS, while it will affect the other less colluded sector in the METS. Specifically, when the sector that sells (buys) permits in METS is more collusive (competitive), the permit price will rise.

The International Maritime Organization (IMO) has estimated that international shipping was responsible for annual emissions of around 843 million tonnes of carbon dioxide (MtCO2) in 2007, or around 3 per cent of total man-made carbon emissions. This report follows up an earlier inquiry (Reducing carbon emissions from transport, HC 981-I, 9th report of session 2005-06, ISBN 9780215030412)and examines what efforts the Government is making in three main respects: (a) negotiations to tackle shipping emissions at an international level (within the IMO, the UN Framework Convention on Climate Change and the EU); (b) measures by which the UK is to take into account its share of international shipping emissions in domestic carbon budgets (through the Climate Change Act 2008); and (c) support in the UK for operational improvements and technological R&D aimed at reducing emissions from shipping. Very little progress has been made at the international level. A lack of urgency shown by industrialised nations and blocking actions by developing economies share the blame. The Government admits that the current calculation of the UK's share of international shipping emissions is an underestimate and should consult on how to improve the methodology it uses to calculate the UK's share of international shipping emissions. Government support for research and development should focus on technologies that can be retrofitted to existing ships, and offer a genuine alternative to fossil fuels, such as hydrogen fuel cells. There should be drastic acceleration of R&D into low- and zero-carbon propulsion systems.

And yet the literature on the subject is high on rhetoric and low on results. This book is the first to systematically investigate the subject using both economic theory and empirical analysis. Brian Copeland and Scott Taylor establish a powerful theoretical framework for examining the impact of international trade on local pollution levels, and use it to offer a uniquely integrated treatment of the links between economic growth, liberalized trade, and the environment. The results will surprise many. The authors set out the two leading theories linking international trade to environmental outcomes, develop the empirical implications, and examine their validity using data on measured sulfur dioxide concentrations from over 100 cities worldwide during the period from 1971 to 1986. The empirical results are provocative. For an average country in the sample, free trade is good for the environment. There is little evidence that developing countries will specialize in pollution-intensive products with further trade. In fact, the results suggest just the opposite: free trade will shift pollution-intensive goods production from poor countries with lax regulation to rich countries with tight regulation, thereby lowering world pollution. The results also suggest that pollution declines amid economic growth fueled by economy-wide technological progress but rises when growth is fueled by capital accumulation alone. Lucidly argued and authoritatively written, this book will provide students and researchers of international trade and environmental economics a more reliable way of thinking about this contentious issue, and the methodological tools with which to do so.
