Book excerpt: This coursework thesis aims at understanding the situation of Cambodian female labour migrants working in three destination countries in Southeast Asia, namely Thailand, Malaysia and Singapore, and how Cambodian female migration fits into the bigger picture of global economies and global politics. This is achieved through the use of a range of feminist perspectives, especially Marxist feminism, to analyse and provide critical reflection of Cambodian women's labour migration in the context of global capitalism. The analysis is guided by the literature on global capitalism and international migration. The findings reveal that the situation of Cambodian female labour migrants is best understood as part of the system of global capitalism. The Cambodian government can also be understood in this context; a large part of this, serving the needs of global capital as much as serving any concept of 'national good'. Caught in this clash are female labour migrants, often finding themselves in dire circumstances. This is a contentious situation with Cambodian female labour migrants resisting such exploitation whenever they can in order to be free from exploitation and improve their working conditions. Action has also been taken by civil society organisations (CSOs) to advocate for female migrant workers' rights and benefits. The agency of female labour migrants and the actions taken by CSOs and other actors have put pressure on the Cambodian government to improve its labour migration policies and practices.

Book excerpt: Recruitment agents in Cambodia forge fraudulent identity documents to recruit children, offer cash and food incentives as loans that leave migrants deeply indebted, and confine recruits in training centers for months without access to adequate food, water and medical care. The initial loans, recruitment costs, and inflated fees can trap domestic workers in a cycle of debt that makes opting out of migrating impossible. Once in Malaysia, domestic workers are excluded from national labor laws and are vulnerable to a range of abuses. This report documents forcible confinement in the workplace, long working hours for little or no pay, lack of adequate food and medical care, and cases of physical and sexual abuse. When abuses occur, domestic workers have little recourse for protection from the Malaysian government. The Cambodian embassy in Malaysia lacks adequate staff, skills, and resources to deal with domestic workers coming forward with complaints of abuse.

Fish exports were pegged at 6.6 Billion USD in 2014 and has employed more than 600,000 people, 302,000 of which were registered migrant workers (ILO, 2018). In 2017, the UN Migration Agency estimates over 32 million international migrants to be around 15 and 24 years old. Half of them migrated from developing countries, and majority (36%) came from Asia. Even with this data, little is known about the experiences of young female migrants, who find themselves in the global fishing supply chain. Plan International conducted a study, u201cInto the Light: Young Female Migrant workers in Thailandu2019s Seafood Sector and their access to decent worku201d to:i.tillustrate the socioeconomic situation of Cambodian girls and young women in source communities in Cambodia, and in destination communities and the fishing industry in Thailand; ii.tidentify relevant gender roles, norms and stereotypes that affect young Cambodian womenu2019s decision to migrate, and access education, training and decent work opportunities in both countries; andiii.tprovide programmatic and advocacy recommendations to enhance the economic advancement, and specifically, young womenu2019s access to decent work in the fishing industry. METHODSQualitative data were collected through Key Informant Interviews (KIIs) in source and destination countries. Field research were carried out inRayong and Trat in Thailand where migrants work in the fishing sector, and Prey Veng in Cambodia where nearly half of the migrant respondents came from. Key informants included the Ministry of Labor and Vocational Training in Cambodia; volunteers in Thailand; village leaders, NGO and CSO staff and school officials in both countries. RESULTSThe research confirmed that economic migration resulted from the lack of opportunities and the need for supplementary sources of income for the family. In Thailand, women played dual roles as income-provider and caregivers of the family since male family members were at sea and provided income seasonally. In spite of this, women had few opportunities to increase their income in Thailand due to gender stereotypes prevalent in the industry. Women are excluded from offshore and industrial fishing, and were often relegated to after-net activities which comprised of low-paying and informal work. This translated to a lack of recognition of womenu2019s contribution to the industry and family, and consequently, discussions and relevant decision-making processes. In addition, rampant and prevailing norms and biases, gender-based violence and discrimination effectively impedes women from fully participating in formal economic activities in the fishing industry, which exacerbates their vulnerability to exploitation since legal status is exclusively tied to formal work. ADVOCACY IMPACTu2022tIn order to foster an enabling environment for migrant women workers in the fishing supply chain, the following u2018asksu2019 have been recommended for advocacy efforts to focus on: Developing and working with the private sector to drive the business case for investing on women in the fishing sector;u2022tGarnering investments and support for skills development training and the successful transition of young women into formal employment in the fishing sector;u2022tWorking with governments to support and enable young migrant women to obtain legal status in destination countries; andu2022tBuilding the capacity of civil society organizations, communities, and women and men to champion gender equality and challenge prevailing gender norms and stereotypes in the fishing sector.

Book excerpt: In this thesis, I examine determinants of Cambodia labor migration to South Korea and explore the migration experiences and post-return situations of Cambodian returned migrants from South Korea through the Employment Permit System (hereafter EPS). I also investigate how their remitted savings and acquired material markers shape their post-return activities and reintegration experiences in the country of origin, using the individual factors. To examine the determinants of their migration to South Korea, their migration experiences, post-return and reintegration activities, I conducted the in-depth semi-structured interviews with four Cambodians who had worked as the labor migrants in and had returned from South Korea prior the interview. The findings show that their return migration intention is largely shaped by the mandatory return policy of the Employment Permit System, and their saving accumulation has influenced their acquired material markers, and their post-return activities in some important ways. Although the EPS removes migrant's agency in deciding their return, the migrant workers still have some interesting agencies to decide what to do in terms of how they maintain their socio-economic ties with their country of origin, how they manage their remittance behavior and their post-return and reintegration activities and coping strategies.

Book excerpt: The assessment finds that the legislative framework launched in December 2013 to enable complaints has provided migrant workers a clear avenue and process for lodging complaints and receiving compensation. The assessment finds that there has been considerable use of the complaints mechanism by migrant workers and that staff from the Ministry of Labour and Vocational Training (MOLVT), Provincial Departments of Labour and Vocational Training (PDOLVT), Migrant Worker Resource Centres (MRCs), trade unions and service providers have demonstrated strong commitment to pursuing migrant workers' right to justice through the dispute resolution process. The assessment also reveals inconsistencies in the implementation of these processes, and provides recommendations to address these gaps. The International Labour Organization (ILO) Tripartite Action to Protect Migrant Workers within and from the Greater Mekong Subregion (GMS TRIANGLE project) has supported labour migration governance in Cambodia through improving policy legislation, capacity building of stakeholders, and support to migrant workers, including in the receipt and resolution of complaints. This assessment of the complaints mechanism will contribute to improving migration governance in Cambodia by initiating analysis and beginning an evidenced-based discussion on the complaints process with stakeholders.
