This new introduction to the field posits that policy analysis should have both a broader interdisciplinary base—including criteria from such fields as political science, sociology, law, and philosophy, as well as economics—and also a broader audience in order to foster democratic debate. To achieve these goals, MacRae and Whittington have organized their textbook around the construction of decision matrices using multiple criteria, exploring the uses of the decision matrix formulation more fully than other texts. They describe how to set up the matrix, fill in cells and combine criteria, and use it as an aid for decision making. They show how ethical assessment of the affects that alternatives have on various parties differs from political analysis, and then they extend the use of the decision matrix to consider alternatives by affected parties, periods of time, or combined factors. The authors also thoughtfully address the role of expert advice in the policy process, widening the scope of the field to describe a complex system for the creation and use of knowledge in a democracy. An extended case study of HIV/AIDS policy follows each chapter (in installments), immediately illustrating the application of the material. The book also contains a glossary. Expert Advice for Policy Choice provides a new basis for graduate education in public policy analysis and can also serve as a text in planning, evaluation research, or public administration. In addition, it will be of interest to students and professionals wishing to aid policy choice who work in such fields as sociology, political science, psychology, public health, and social work.

Scholars have intensively analyzed the economics of this situation, but they have given much less attention to the political forces involved. Available in PDF, EPUB and Kindle. Book excerpt: This study proposes a multilateralist method of choice of law in order to alleviate the great disarray that currently exists in American choice law. In the early 20th century, there was a fairly-uniform multilateralist method of choice law. In the 1920s and 30s, however, scholars adn courts began to reject this method. Viewed as too mechanical the method sometimes resulted in the choice of law of a state with only a tenuous connection to the controversy. Currently, state courts use four different approached to choice law with numerous material variations. This study rejects these approaches on normative, constitutional, and practical grounds. Instead, it advocates that courts adopt a multilateralist approach to choice of law that is forum- and content-neutral and that respects the rights of both individuals and states. The study also argues that such an approach should satisfy a constitutional standard that requires a court not choose one state's law when another state has a significantly closer connection to controversy. The proposed method consists of two parts. The first part determines the states that have created legal relations applying to the dispute. When more than one state has created a legal realtions applying to the dispute. When more than one state has created a legal relation that applies to the controversy, the second part adopts the law of the state that had the closest connection. The study then applies the suggested method to numerous choice of law problems.

Book excerpt: All over the world, many people who live in urban areas find themselves in an arduous social situation. In the third world, people in overcrowded metropolitan areas have a problem in maintaining even the slightest standards of living. But also richer parts of the world, the United States, Europe and the far-East, show growing social inequalities in their cities. And social problems are not confined to the large metropolitan areas: impoverishment, long-term unemployment, social isolation, and the dependency on welfare programs pops up in medium-sized cities and even in smaller communities. At the same time, these cities are confronted with a growing bureaucratic conglomerate which is increasingly inapt to fight social degeneration. The catastrophe seems to be total: how to deal at once with declining social conditions and bureaucratic inadequacy? Two American authors, Osborne and Plastrik (1997), claim to have found the answer: just banish bureaucracy. The liberating accomplishments of the free market will elevate ordinary citizens and force lazy, incompetent bureaucrats to do their work properly. If they succeed, they survive. Otherwise, these agencies will vanish. They illustrate their arguments with the American city of 'Uphill Battle' which stopped its decline by reinventing government. Strict performance measures, allotting financial controls and incentives to the citizens, and improving accountability have saved the city. We should, however, be very careful in taking such measures so far that they banish bureaucracy. It is far from obvious that simply banishing bureaucracy indeed will help people in poor social situations.

The debate has gained a nonacademic audience, hitting the pages of the New York Times and the New Republic. In the academy, the antagonists have expressed their views in books, journal articles, and at professional conferences. Mark I. Lichbach addresses the question of the place of rational choice theory in the social sciences in general and in political science in particular. He presents a typology of the antagonists as either rationalist, culturalist, or structuralist and offers an insightful examination of the debate. He reveals that the rationalist bid for hegemony and synthesis is rooted in the weaknesses, not the strengths, of rationalist thought. He concludes that the various theoretical camps are unlikely to accept the claimed superiority of the rationalist approach but that this opposition is of value in itself to the social sciences, which requires multiple perspectives to remain healthy. With its penetrating examination of the assumptions and basic arguments of each of the sides to this debate, this book cuts through the partisan rhetoric and provides an essential roadmap for the future of the discipline.
