Downing, after he went to The Hague, took over this affair among other matters affecting Charles ii's relations with the States General and so it came to be more directly Clarendon's responsibility. More re markable, however, are the many copies and translations from the Dutch archives: letters from ambassadors, from De Witt and Dutch ofi'icials, secret resolutions of the States General, proceedings of the provincial estates, extracts from their registers, &c., which Downing obtained by adroit bribery. He complained bitterly to Clarendon on many occasions that for this indispensable service he needed more money.
