Book excerpt: In a world supposedly characterized by the production of new differences and cultural permutations resulting from the twin processes of globalization and cultural syncretisation, hardly anything has remained as obscure and theoretically under-theorized as the very notion of the "new" itself. An inherent relativity often accompanies any contemplation of what is new or old, as well as the question at which point the old turns into the new. Syncretism as both process and description hinges largely on the assumption and premise that what is observed has appropriately or inappropriately mixed categories - culture, religion, language - that are intrinsically alien to each other. Such a syncretic constellation is bound to result in something that may be considered new. Any definition of "syncretism", the syncretisation process and the appropriation of the notion "new" as useful heuristic tools must indeed be located within specific local contexts, as such terms are unlikely to serve as adequate descriptions of homogenous sets of phenomena. Syncretism as a process is intertwined with processes of contextualization. Against this backdrop, this book seeks to unravel and demystify the ideology of the new on the basis of concrete case studies from various regions across Africa and beyond.

Book excerpt: In the familiar tale of mass migration to France from 1880 onward, we know very little about the hundreds of thousands of women who formed a critical part of those migration waves. In Reproductive Citizens, Nimisha Barton argues that their relative absence in the historical record hints at a larger and more problematic oversight—the role of sex and gender in shaping the experiences of migrants to France before the Second World War. Barton's compelling history of social citizenship demonstrates how, through the routine application of social policies, state and social actors worked separately toward a shared goal: repopulating France with immigrant families. Filled with voices gleaned from census reports, municipal statistics, naturalization dossiers, court cases, police files, and social worker registers, Reproductive Citizens shows how France welcomed foreign-born men and women—mobilizing naturalization, family law, social policy, and welfare assistance to ensure they would procreate, bearing French-assimilated children. Immigrants often embraced these policies because they, too, stood to gain from pensions, family allowances, unemployment benefits, and French nationality. By striking this bargain, they were also guaranteed safety and stability on a tumultuous continent. Barton concludes that, in return for generous social provisions and refuge in dark times, immigrants joined the French nation through marriage and reproduction, breadwinning and child-rearing—in short, through families and family-making—which made them more French than even formal citizenship status could.

Book excerpt: Founded in 1919 under the Treaty of Versailles as part of the League of Nations’ system, the ILO is still today the main organization responsible for the international organization of work and the improvement of working conditions in the world. Widely recognized for its efforts in building international labour standards, the ILO remains little studied by development specialists and historians. This book intends to fill this gap and traces the history of international development and its early pioneers, through an analysis of the activities of the International Labour Office, the Secretariat of the International Labour Organization, between 1930 and 1946. In this book, development is used as a key to questioning the ILO's place and function in the expanding inter-war world. The development practices and discourses that emerged in the 1930s were mainly intended to support the ILO's universalization strategy, which was made necessary by the events that shook Europe at the time. Development discourses and practices were also part of the "esprit du temps", as they were closely linked to the affirmation of the planist and rationalist ideas of the 1930s. However, development for the ILO was not reduced to a project of economic modernization, but was seen as a tool for social engineering, as evidenced by the ILO's missions of technical assistance, organized since 1930. The analysis of the expertise work makes it possible to highlight the logics that prevailed in technical assistance, which was more in line with institutional objectives, than with the dissemination of a genuine expertise. This book therefore hopes to bring new insight on the history of internationalism, and international organizations during the inter-war period and the Second World War, as well as on the role of the ILO in the history of international development thinking and practices.

Book excerpt: In this volume, ownership is defined as the simple fact of being able to describe something as 'mine' or 'yours', and property is distinguished as the discursive field which allows the articulation of attendant rights, relationships, and obligations. Property is often articulated through legalism as a way of thinking that appeals to rules and to generalizing concepts as a way of understanding, responding to, and managing the world around one. An Aristotelian perspective suggests that ownership is the natural state of things and a prerequisite of a true sense of self. An alternative perspective from legal theory puts law at the heart of the origins of property. However, both these points of view are problematic in a wider context, the latter because it rests heavily on Roman law. Anthropological and historical studies enable us to interrogate these assumptions. The articles here, ranging from Roman provinces to modern-day piracy in Somalia, address questions such as: How are legal property regimes intertwined with economic, moral-ethical, and political prerogatives? How far do the assumptions of the western philosophical tradition explain property and ownership in other societies? Is the 'bundle of rights' a useful way to think about property? How does legalism negotiate property relationships and interests between communities and individuals? How does the legalism of property respond to the temporalities and materialities of the objects owned? How are property regimes managed by states, and what kinds of conflicts are thus generated? Property and ownership cannot be reduced to natural rights, nor do they straightforwardly reflect power relations: the rules through which property is articulated tend to be conceptually subtle. As the fourth volume in the Legalism series, this collection draws on common themes that run throughout the first three volumes: Legalism: Anthropology and History, Legalism: Community and Justice, and Legalism: Rules and Categories consolidating them in a framework that suggests a new approach to legal concepts.
