This book is the first one on femicide in Europe and presents the findings of a four-year project discussing various aspects of femicide. Book excerpt: This study examines the interdependence of gender, sexuality and space in the early modern period, which saw the inception of architecture as a discipline and gave rise to the first custodial institutions for women, among them convents for reformed prostitutes. Meanwhile, conduct manuals established prescriptive mandates for female use of space, concentrating especially on the liminal spaces of the home. This work traces literary prostitution in the Spanish Mediterranean through the sixteenth and seventeenth centuries, from the rise of courtesan culture in several key areas through the shift from tolerance of prostitution toward repression. Kuffner's analysis pairs canonical and noncanonical works of fiction with didactic writing, architectural treatises, and legal mandates, tying the literary practice of prostitution to increasing control over female sexuality during the Counter Reformation. By tracing erotic negotiations in the female picaresque novel from its origins through later manifestations, she demonstrates that even as societal attitudes towards prostitution shifted dramatically, a countervailing tendency to view prostitution as an essential part of the social fabric undergirds many representations of literary prostitutes. Kuffner's analysis reveals that the semblance of domestic enclosure figures as a primary erotic strategy in female picaresque fiction, allowing readers to assess the variety of strategies used by authors to comment on the relationship between unruly female sexuality and social order.

Book excerpt: Why is the capital of the United States named in part after Christopher Columbus, a Genoese explorer commissioned by Spain who never set foot on what would become the nation's mainland? Why did Spanish American nationalists in 1819 name a new independent republic "Colombia," after Columbus, the first representative of the empire from which they had recently broken free? These are only two of the introductory questions explored in The Legacy of Christopher Columbus in the Americas, a fundamental recasting of Columbus as an eminently powerful tool in imperial constructs. Bartosik-Velez seeks to explain the meaning of Christopher Columbus throughout the so-called New World, first in the British American colonies and the United States, as well as in Spanish America, during the eighteenth and nineteenth centuries. She argues that during the pre- and post-revolutionary periods, New World societies commonly imagined themselves as legitimate and powerful independent political entities by comparing themselves to the classical empires of Greece and Rome. Columbus, who had been construed as a figure of empire for centuries, fit perfectly into that framework. By adopting him as a national symbol, New World nationalists appeal to Old World notions of empire.

Book excerpt: Professor John Hills' report on fuel poverty (March 2012, DECC) found that the problem of fuel poverty was being measured in the wrong way. Proper measurement is integral in designing effective polices to counter fuel poverty. This consultation looks at changing the approach to measurement (currently based on whether a household would need to spend more than 10% of its income on energy to keep warm). Section 1 sets out the background to the Hills Review and summarises its main findings. Section 2 focuses on the proposal for a new definition (the Low Income High Costs indicator) and also covers the recommended changes to the methodology used to calculate the fuel poverty statistics. The proposed changes raises questions about how a new definition fits with t he current target, which is set out in the Warm Homes and Energy Conservation Act 2000. Section 3 of this paper considers whether the definition and target should be aligned and how to achieve that. Finally, section 4 considers next steps. The Government intends to publish a refreshed fuel poverty strategy early in 2013 incorporating the new definition.
