This handbook reflects upon the lessons learned from incubator practices around the world and in transition economies, providing examples of initiatives in the Russian Federation and Kazakhstan, including the respective roles of universities, government, and the private sector. The recommendations and tools here target national and local governments, universities, as well as those parties involved in the development and management of business incubators and similar institutions, such as pre-incubators, accelerators, and entrepreneurship support centres in the SPECA countries.

While federal programs have sometimes supported these efforts, and while recent changes in federal policy have improved the climate for high technology development initiatives, in most cases both the initiative and the ongoing leadership have come from imaginative state and local leaders. This five-chapter report provides: (1) an overview of high-technology development (HTD); (2) a definition and analysis of high-technology industries; (3) a discussion of entrepreneurship and venture capital in HTD; (4) a discussion of state and local government, university, and private sector initiatives for HTD; and (5) an examination of the federal role in regional HTD. Three reports are appended: they concern (1) the theoretical base for high-technology location and regional development, (2) a regional assessment of the formation and growth in high-technology firms, and (3) a preliminary investigation of recent evidence on high-technology industries' spatial tendencies. However, there is still limited understanding of how these ventures perceive the value proposition of incubators and accelerators - and whether their support needs differ from those of conventional start-ups. This study utilizes the framework of organizational sponsorship to explore the acceleration of social start-ups. It is based on in-depth interviews with the founders of 10 start-ups from an impact-oriented incubator in Duisburg, Germany. Through an inductive study of multiple cases, this research generates three main insights. First, the social-mission focus of these ventures leads to significant differences as compared to commercial ventures in how they perceive incubator benefits. Second, social start-ups profit more from intangible resources such as social capital and knowledge than from tangible resources such as seed funding. Third, incubators and accelerators need to adapt their service offerings to address the needs of social start-ups. This study contributes to the understanding of entrepreneurial support by presenting a systematic assessment of incubator and accelerator services from the perspective of social start-ups. Its main theoretical contribution is to extend the organizational sponsorship framework by proposing a novel support mechanism: impact acceleration. It provides practical recommendations for not only funders and managers of incubators and accelerators but also social start-ups seeking entrepreneurial support.

Book excerpt: 'The Cost of Being Landlocked' proposes a new analytical framework to interpret and model the constraints faced by logistics chains on international trade corridors. The plight of landlocked developing countries (LLDCs) has naturally received special attention for decades, leading to a specific set of development priorities based upon the concept of dependence on the transit state. Therefore, the standard approach used to tackle the cost of being landlocked has been predominantly aimed at developing regional transport infrastructure and ensuring freedom of transit through regional conventions. But without sufficient attention given to the performance of logistics service delivery to traders, the standard approach is unable to address key bottleneck concerns and the factors that contribute to the cost of being landlocked. Consequently, the impact of massive investment on trade corridors could not materialize to its full extent. Based on extensive data collection in several regions of the world, this book argues that although landlocked developing countries do face high logistics costs, these costs are not a result of poor road infrastructure, since transport prices largely depend on trucking market structure and implementation of transit processes. This book suggests that high logistics costs in LLDCs are a result of low logistics reliability and predictability, which stem from rent-seeking and governance issues. 'The Cost of Being Landlocked' will serve as a useful guide for policy makers, supervisory authorities, and development agencies.
