Book excerpt: Entering the shady world of what he calls "violent entrepreneurship," Vadim Volkov explores the economic uses of violence and coercion in Russia in the 1990s. Violence has played, he shows, a crucial role in creating the institutions of a new market economy. The core of his work is competition among so-called violence-managing agencies—criminal groups, private security services, private protection companies, and informal protective agencies associated with the state—which multiplied with the liberal reforms of the early 1990s. This competition provides an unusual window on the dynamics of state formation.Violent Entrepreneurs is remarkable for its research. Volkov conducted numerous interviews with members of criminal groups, heads of protection companies, law enforcement employees, and businesspeople. He bases his findings on journalistic and anecdotal evidence as well as on his own personal observation. Volkov investigates the making of violence-prone groups in sports clubs (particularly martial arts clubs), associations for veterans of the Soviet—Afghan war, ethnic gangs, and regionally based social groups, and he traces the changes in their activities across the decade. Some groups wore state uniforms and others did not, but all of their members spoke and acted essentially the same and were engaged in the same activities: intimidation, protection, information gathering, dispute management, contract enforcement, and taxation. Each group controlled the same resource—organized violence.

Book excerpt: Privatizing Russia offers an inside look at one of the most remarkable reforms in recent history. Having started on the back burner of Russian politics in the fall of 1991, mass privatization was completed on July 1, 1994, with two thirds of the Russian industry privately owned, a rapidly rising stock market, and 40 million Russians owning company shares. The authors, all key participants in the reform effort, describe the events and the ideas driving privatization. They argue that successful reformers must recognize privatization as a process of depoliticizing firms in the face of massive opposition: making the firm responsive to market rather than political influences. The authors first review the economic theory of property rights, identifying the political influence on firms as the fundamental failure of property rights under socialism. They detail the process of coalition building and compromise that ultmately shaped privatization. The main elements of the Russian program -- corporatization, voucher use, and voucher auctions -- are described, as is the responsiveness of privatized firms to outside investors. Finally, the market values of privatized assets are assessed for indications of how much progress the country has made toward reforming its economy. In many respects, privatization has been a great success. Market concepts of property ownership and corporate management are shaking up Russian firms at a breathtaking pace, creating powerful economic and political stimuli for continuation of market reforms. At the same time, the authors caution, the political landscape remains treacherous as old-line politicians reluctantly cede their property rights and authority over firms.

Moreover, it offers a unique vantage point on the tie between language and culture. While linguists and ethnographers grapple with defining the relationship of language to culture, or of language and culture to identity, the Soviets knew that language is an integral and inalienable part of culture. The former Soviet Union provides an ideal case study for examining these relationships, in that it had one of the most deliberate language policies of any nation state. This is not to say that it was constant or well-conceived; in fact it was marked by contradictions, illogical decisions, and inconsistencies. Yet it represented a conscious effort on the part of the Communist leadership to shape both ethnic identity and national consciousness through language. As a totalitarian state, the USSR represents a country where language policy, however radical, could be implemented at the will of the government. Furthermore, measures (such as forced migrations) were undertaken that resulted in changing population demographics, having a direct impact on what is a central issue here: the very nature of the Soviet population. That said, it is important to keep in mind that in the Soviet Union there was a difference between stated policy and actual practice. There was no guarantee that any given policy would be implemented, even when it had been officially legislated.

When Professor Bedrikovetsky first accepted my invitation to spend an extended sabbatical period in the Department of Mineral Resources Engineering at Imperial College of Science, Technology and Medicine, I hoped it would be a period of fruitful collaboration. This book, a short course and a variety of technical papers are tangible evidence of a successful stay in the UK. I am also pleased that Professor Bedrikovetsky acted on my suggestion to publish this book with Kluwer as part of the petroleum publications for which I am Series Editor. The book derives much of its origin from the unpublished Doctor of Science thesis which Professor Bedrikovetsky prepared in Russian while at the Gubkin Institute. The original DSc contained a number of discrete publications unified by an analytical mathematics approach to fluid flow in petroleum reservoirs. During his sabbatical stay at Imperial College, Professor Bedrikovetsky has refined and extended many of the chapters and has discussed each one with internationally recognised experts in the field. He received great encouragement and editorial advice from Dr Gren Rowan, who pioneered analytical methods in reservoir modelling at BP for many years.
