Book excerpt: This Selected Issues paper explores non-oil growth impediments in Chad to better understand why the Chadian economy has not sufficiently rebounded from the crisis. It discusses how the economy is held back by crisis legacies such as high public debt and a fragile banking sector and how Chad continues to face long standing structural weaknesses which hamper potential growth. Three years of recession in Chad have left important legacies that continue to affect fiscal policy and performance in the non-oil private sector and the banking sector. Public domestic debt more than doubled with the crisis. As the Chadian economy was hit by the oil shock, while dramatically cutting spending, the government had to rely on large domestic financing to cushion the impact of the shock. Although the government started paying arrears, the remaining stock is very large and presents a drag on the non-oil economy. The paper ends with a discussion of how Chad’s economic potential will require reforms to address those weaknesses to foster economic diversification.

Book excerpt: "Burundi has made tremendous progress over the past few years, including: the approval of the new Constitution in 2005, emphasizing the principles of power sharing and local development; the successful management of two rounds of democratic elections in 2005 and 2010’; and the creation of stable macroeconomic environment, which encouraged rebuilding of core public sector institutions. Despite these achievements, the report notes that economic growth remains weak and GSP rates are below expectations. Burundi is therefore vulnerable to different sources of risks conspiring to create a ‘fragility trap’ into which the economy can fall. Chief amongst them are: (i) food price volatility linked to international markets and climatic conditions: (ii) oil prices that affect the import bill of the country; (iii) high level of dependency on aid inflows; (iv) low budget execution capacity, coupled with weak state effectiveness and under-performing public institutions; (v) constraints on productive activity and a highly concentrated export profile; and (vi) enduring risks of political and social instability linked to the return of refugees and its impact on land conflicts and security threats. In this context, the main objectives of this Public Expenditure Review is to assist the Government in its efforts to escape fragility by focusing on two important and complementary themes: (i) creating adequate fiscal space to reduce the impact of future shocks; and (ii) using the available fiscal space to improve public expenditure management and promote government effectiveness. Building on these topics, the report emphasizes six key messages : (i) Burundi has a narrow fiscal space given the structure of its public expenditures, composed mainly of salaries and transfers; (ii) the country should mobilize additional domestic revenues to increase its fiscal space; (iii) the role of donors in supporting effective management of public expenditures remain critical and can also be the source of additional fiscal stress, especially when budget support arrives late in a fiscal year; (iv) accessing high quality budget data remains a challenge due to major incoherencies between data from the Treasury database and data published by SIGEFI; (v) the aid management is not properly integrated into budget execution process; (vi) it is advisable to adopt realistic and pragmatic solutions to improve the performance of the public administration, while keeping the wage bill under control. "

Beset by coups d'tats, presidential assassinations and genocide, the country has been caught in a cycle of violence and under-development whereby brief periods of peace have been followed by further state repression and armed conflict. The 2000 Arusha peace accords, the Pretoria agreement of late 2003, the peaceful elections of 2005, and the recent Dar es Salaam peace agreement with the Forces Nationales de Libration have ushered in a period of relative stability. This fragile political process, however, has not been matched by a parallel rebound in economic growth that has been observed in post-conflict African countries and is a precondition for long-lasting peace. This work aims to identify areas in Burundi's rural economy with the greatest immediate potential to stimulate growth and consolidate peace over the next years. The short-term focus will be on the rural economy. It is vital however that the Government of Burundi and its partners address other critical areas in the medium term to sustain growth. The industrial and service sectors are of particular significance, as they need to absorb a burgeoning, youthful and increasingly urbanized generation. The first challenge is to take stock of international best practices and Burundian history, and develop a sound agricultural base as the critical foundation for sustainable growth. Our work identifies policy reforms and investments with potential to boost food supply and strengthen export crop competitiveness, thereby expanding rural growth.
