Book excerpt: "Burundi has made tremendous progress over the past few years, including: the approval of the new Constitution in 2005, emphasizing the principles of power sharing and local development; the successful management of two rounds of democratic elections in 2005 and 2010’; and the creation of stable macroeconomic environment, which encouraged rebuilding of core public sector institutions. Despite these achievements, the report notes that economic growth remains weak and GSP rates are below expectations. Burundi is therefore vulnerable to different sources of risks conspiring to create a ‘fragility trap’ into which the economy can fall. Chief amongst them are: (i) food price volatility linked to international markets and climatic conditions: (ii) oil prices that affect the import bill of the country; (iii) high level of dependency on aid inflows; (iv) low budget execution capacity, coupled with weak state effectiveness and under-performing public institutions; (v) constraints on productive activity and a highly concentrated export profile; and (vi) enduring risks of political and social instability linked to the return of refugees and its impact on land conflicts and security threats. In this context, the main objectives of this Public Expenditure Review is to assist the Government in its efforts to escape fragility by focusing on two important and complementary themes: (i) creating adequate fiscal space to reduce the impact of future shocks; and (ii) using the available fiscal space to improve public expenditure management and promote government effectiveness. Building on these topics, the report emphasizes six key messages : (i) Burundi has a narrow fiscal space given the structure of its public expenditures, composed mainly of salaries and transfers; (ii) the country should mobilize additional domestic revenues to increase its fiscal space; (iii) the role of donors in supporting effective management of public expenditures remain critical and can also be the source of additional fiscal stress, especially when budget support arrives late in a fiscal year; (iv) accessing high quality budget data remains a challenge due to major incoherencies between data from the Treasury database and data published by SIGEFI; (v) the aid management is not properly integrated into budget execution process; (vi) it is advisable to adopt realistic and pragmatic solutions to improve the performance of the public administration, while keeping the wage bill under control. "

This document highlights the significant progress made by Burundi in the recent past. The most notable recent achievement has been the improvement of indicators in the sectors of health, education and gender. In spite of such progress however, it is observed that economic growth remains weak and gross domestic product (GDP) rates are below expectations. Burundi is therefore vulnerable to different sources of shocks, especially external as a result of increasing prices of imported food and fuel, the price volatility of tea and coffee exports, climate change, and declining aid transfers. The main objective of the public expenditure review is to assist the government in its efforts to escape fragility by focusing on two important and complementary themes: 1) creating adequate fiscal space to reduce the impact of future shocks; and 2) using the available fiscal space to improve public expenditure management and promote government effectiveness.

Book excerpt: This report reviews the state of public expenditure in Burundi, with a focus on public investment, and recommends specific actions that need to be taken to stimulate growth and reduce poverty. Overall, the analysis indicates that poor performance in public expenditure and investment management are due to a number of factors. First, there is a lack of coordination among national institutions, and between those institutions and the donor community, which weakens the project selection process, implementation, and the integrity of procurement. Second, monitoring capacity is constrained by the lack of information about execution rates, and by inadequate audit and reporting mechanisms. Third, project performance is affected by disbursement delays and the volatility of external aid. Finally, in recent years, the significant increase in development spending has been mostly channeled toward the social sectors, with very limited public investment related to productive economic sectors such as infrastructure.

The report also identifies constraints to effective implementation of Public Finance Management (PFM) reforms and defines the elements of a short and medium-term action plan to overcome these constraints. The action plan matrix, prepared in close cooperation with relevant Government departments and other stakeholders operating in Burundi, proposes a set of concrete recommendations for public spending reallocations and priority reform measures.

The PEMFAR is an exercise which integrates the analysis of a Public Expenditure Review, a Country Financial Accountability Assessment, and a Country Procurement Assessment Report. The analysis focuses on the linkages between public finance, growth, and poverty. Over the past years, Haiti has made good progress in reforming its public financial management system. However, significant challenges remain to improve efficiency, transparency, and accountability. Moreover, the growth-poverty response of the improved system has been limited. Haiti remains one the poorest countries in the world. Accelerating growth and reducing poverty will require bold policy actions with a strong emphasis on fiscal reforms. However, even with the best fiscal reforms, it is unlikely that Haiti will achieve in the near future the high growth rates required to significantly move the country out of the poverty trap. More foreign aid and predictable flows are needed to support economic growth and help overcome some of the vicious dynamic circles that lock Haiti in a low growth/high poverty equilibrium, and improve living standards. In this context, effective management of aid flows is crucial to ensure that their potential growth-enhancing, poverty-reducing, and human development-improving effects materialize.

The results show that, on average, countries in Africa are less efficient than countries in Asia and the Western Hemisphere; however, education and health spending in Africa became more efficient during that period. The assessment further suggests that improvements in educational attainment and health output in African countries require more than just higher budgetary allocations.

Book excerpt: This project, based on the Public Expenditure and Financial Accountability (PEFA) data set, researched how PEFA can be used to shape policy development in public financial management (PFM) and other major relevant policy areas such as anticorruption, revenue mobilization, political economy analysis, and fragile states. The report explores what shapes the PFM system in low- and middle-income countries by examining the relationship between political institutions and the quality of the PFM system. Although the report finds some evidence that multiple political parties in control of the legislature is associated with better PFM performance, the report finds the need to further refine and test the theories on the relationship between political institutions and PFM. The report addresses the question of the outcomes of PFM systems, distinguishing between fragile and nonfragile states. It finds that better PFM performance is associated with more reliable budgets in terms of expenditure composition in fragile states, but not aggregate budget credibility. Moreover, in contrast to existing studies, it finds no evidence that PFM quality matters for deficit and debt ratios, irrespective of whether a country is fragile or not. The report also explores the relationship between perceptions of corruption and PFM performance. It finds strong evidence of a relationship between better PFM performance and improvements in perceptions of corruption. It also finds that PFM reforms associated with better controls have a stronger relationship with improvements in perceptions of corruption compared to PFM reforms associated with more transparency. The last chapter looks at the relationship between PEFA indicators for revenue administration and domestic resource mobilization. It focuses on the credible use of penalties for noncompliance as a proxy for the type of political commitment required to improve tax performance. The analysis shows that countries that credibly enforce penalties for noncompliance collect more taxes on average.
