Compared with prices in 1896, the year of lowest prices during the period, the price of every article, except coffee and prunes, was higher in 1906 than in 1896, and in the case of 12 of the 30 articles it was more than 25 per cent above the level of 1896. The increases in the price of some of the more important articles over the 1896 prices were as follows: Bacon, per cent; potatoes, per cent; fresh pork, per cent; lard, per cent, and chickens, per cent. The average price in 1906 for each of the 30 articles separately and as a whole is compared with the average price during each of the years from 1890 to 1905 in the following table which shows the per cent of increase or decrease. An earlier report, published in the Bulletin of the Bureau of Labor for May, 1908, describes the purpose, administration, and results of the law, and sentiment toward it during the first year it was in force, and contains a detailed commentary on its provisions. Since then the act has not been amended, but subsequent experience enables a maturer judgment to be formed of its strong features, as well as of the deficiencies that accompany such experimental legislation, and makes possible a fairer estimate of its usefulness. On the whole it does not seem necessary to revise the conclusions of the previous report, which the following observations will supplement rather than supersede. But the nearness of Canada, the similarity of its indus trial conditions to our own, the fact that this law directly affects trade unions and corporations on both sides the border, and the advocacy of like legislation in the United States make of value to Americans current information upon this subject. It has been recognized more and more fully that the establishing of cordial relations between employers and employees invariably results in a greater industrial efficiency on the part of the workman, and in a great measure obviates the costly and sometimes destructive industrial disturbances which have been so unfortunately frequent during the past twenty years. Interest and confidence on the one hand have developed in the workman a livelier and more intelligent regard for the welfare of the business of his employer, while on the other hand they have prompted a frank, rational, and more unselfish discussion of all the various causes which have been so productive of strikes and lockouts, and thus have frequently given rise to a spirit of mutual concession so necessary to an equitable and peaceful adjust ment of these industrial disputes which have proved not only harmful to the business of the employer but injurious to the comfort and wel fare of the employee. These measures for the betterment of the condition of the workman have taken a great variety of forms, and have been directed not only to his improvement industrially and financially, but also in a physical, social, intellectual, moral, and domestic way. Special efforts in one or more of the above directions have been put forth from time to time by a rapidly increasing number of employers. The establishing by employers of industrial schools has furnished workmen with a surer basis for the exercise of the knowledge gained by practical work in their various occupations and has given them the means of rising more rapidly in the industrial scale by the taking up of more skillful and more highly paid occupations, while the establish ment of manual-training classes or schools has given the children of the workman the opportunity of gaining early in life not only a degree of knowledge of the simpler elements of mechanical work, but also a manual facility with various tools that better fits them for entrance into active work in the industrial world. The text of these laws was in the main reproduced in full, though those relating to a few subjects were presented In the form of 'digests and summaries (see pages 15 to 118 of the above-named 'report). The publication of current legislation in successive issues 'of the Bulletin of the Bureau has been discontinued, and enactments of the legislatures of 1908 and 1909 coming under the head of labor laws are published in the present Bulletin, making it, in effect, a supplement to the Twenty-second Annual Report. Any labor laws that may have been passed by the legislature of the Philippine Islands of 1909 are omitted, because their session laws were not avail able. Laws similar to those digested and summarized in the Twenty second Annual Report have also been omitted for the most part in this Bulletin. It is the purpose of the present article to present in the form of a brief review the principal points of the labor legisla tion of the past two years, showing the changes in previous laws and indicating the trend of new or additional legislation. In this Bulletin are presented the actual prices for 1903, and the relative prices for the fourteen years from 1890 to 1903. As was explained in Bulletin No. 45, changes in the actual prices of single commodities may readily be seen by the inspection of a series of quotations covering a number of years, but in order to ascertain the changes in the general price level from year to year, the quotations for a number of commodities of a more or less dis similar character must be examined and in some manner combined. The method quite generally adopted for this purpose by statisticians and economists is the use of what is commonly known as the index number or relative price. Before proceeding to the discussion of the data which enter into the present record, it seems desirable to define the index number or relative price, and explain the various methods adopted in securing the same.
