The goal of the meeting was to explore methods to involve the community in the fight against terrorism in an effort to enhance its protection from terrorist attacks and to establish a network between the participants for future collaborations. The two main topics of this book are: (1) Defining the problem of terrorism and collective community protection; why does terrorism exists and why do people join and/or support extremist groups? (2) Counter-terrorism practices and their relation to the community; focused on developing non-orthodox methods to combat terrorism. In other words, why communities should be included in the fight against terrorism. This book should be seen as a guide for policy makers and practitioners to gain a better understanding of how counter terrorism, as well as many other applications, requires community support and involvement to the fullest extent possible. Because the existing threat of terrorism is proof of the failed classical militaristic approaches, the time has come to integrate our communities into the practice of fighting the threat together.

Since 9/11, criminology has developed in its study of terrorism, utilising alternative non-state centric frameworks to uncover and make visible state-initiated harm. Although progress has been achieved, criminology has continued to privilege the state, thereby failing to uncover forms of state crime and how such crimes facilitate radicalization and terrorism. Ahmed aims to rectify this gap by demonstrating how crimes of the state have contributed to the existence of Islamist-inspired terrorism and the emergence of global Jihadist organisations like Al-Qaeda and ISIS. The ‘War on Terror’ abandons the dominant socially-constructed discourse and application of the ‘war on terror’ and instead favours a grounded approach whereby actors, actions and consequences are analysed according to the risk they represent. Ahmed achieves this grounded approach through situating state practices in international human rights law and international humanitarian law. Through documenting the intersectionality of these practices with radicalization in the emergence of global Jihadist organisations, the book demonstrates how state crimes contribute to terrorism. Although the book sits at the intersections of critical criminology, state crime, international/transnational crime, it is relevant to all disciplines that are concerned with state crime, terrorism and radicalization.

Even though it is often accepted that terrorism is a form of political violence, it is also quite frequent that research on the topic is dismissed when it is approached with conflict analysis frames. More importantly, policy approaches continue to inhibit, obstruct and reject frameworks that are concerned with the transformation and resolution of terrorist conflicts – partly because they see the state as the ultimate referent object to be secured. At the same time, peace and conflict studies seem to be excessively focused on problem-solving approaches, which overemphasise the role of parity during negotiations and misdiagnose the distribution of power both within conflicts as well as within conflict management, resolution and/or transformation approaches.
